Jack Rabbit II (chlorine) & III (ammonia) Program - Andy Byrnes, UVU ERWG
This is a catastrophic release ONLY. They tested Chlorine and Ammonia because they are the number one toxic by inhalation items.
Chlorine - Lots of accidental releases, also used as weapons in the Middle East
JRI in 2010 - release of 1-2 tons. No emergency responder input
JRII large scale, outdoor - first responder input was included.
Objectives to test:
Would vehicles, radios, cell phones still work after exposure to high concentrations of chlorine?
Does metering equipment maintain accuracy at high concentrations after multiple tests?
Are ERG protective actions accurate?
Is shelter in place effective?
What is the effect of Chlorine on urban surfaces?
Things we learned:
Vehicles will continue to run, but not well. Radios, Cell Phones, and other electronics will work, at least for a while.
PIDs (metering equipment) were very resilient, worked well after multiple tests.
ERG protective actions are accurate and on the conservative side.
Shelter in Place - bottom line, concentrations will always be lower in a building or car, but in these tests the concentrations were still not survivable inside.
Chlorine dissolves hydrocarbons, but there is not enough energy to produce a spark or flames. Chlorine will corrode metal.
JRIII - Current Project
They are concentrating on ammonia - smaller releases and continuous releases, such as from a pipeline. They have many of the same objectives, except doing more with indoor concentrations due to the flammability of ammonia indoors. Testing the effectiveness of water curtains and tarping.

Channel Industries Mutual Aid (CIMA) Call
The LEPC Leadership Board spoke with Richard Lawhorn, Chief Deputy at Harris County, Texas Fire Marshal's Office. CIMA is a mutual aid organization wherein industry works in tandem with public agencies. We have had some interest in integration here in the County. The call was very interesting and gave us some great information on how they integrate with each other and work together in Houston.
