Meeting Minutes
October 3, 2023 8:00 AM

Welcome Chairman: Les Wilberg
1. Approval of Minutes: September 2023 Les made a motion Rod seconded. Approved.
2. Discussion: Trail Maintenance Jim shared the trail maintenance spreadsheet, and received feedback from the
group.
3.Discuss Reports of the Following:
a. BLM Jaydon shared updates from the BLM. CYJO Fence is complete. Work was done at the Temple
Mountain Town Site. BLM and trails crew completed several miles of trails last month. National Public
lands day with MECA on the Goodwater Rim Trail went really well. There were 12 volunteers that did
over 7 miles of work. Dinosaur National Monument has contractors coming out to work on trails,
including the raptor point trail. This will include interpretive signs at some point. Joe's Valley Fest is this
weekend. It will be a very busy weekend in Joe's Valley, Jaydon requests Kurt spend extra time in those
areas. Bison Fence removal is starting. Next weekend SUWA will be doing a volunteer project on the
Labyrinth Boundary. They will help sign the cherry stemmed routes. Continued discussion about routes
in that area. BLM is planning on supporting/monitoring the Solar Eclipse near Goblin Valley. BLM and
trails crew have work days planned for October 10th. Ferron Box project is on October 20th for anyone
who wants to help. This is a group effort, the historical commission has played a big part in this project.
Thank you Ed. Little Cedar Mountain EA is still being worked on. They have taken the public comments
and made some changes to the original document, tribal letters have been sent out and a revised EA should
be ready by the end of the month and will go back out for public comment. SITLA land exchanges are
being worked on, they should be finalized this winter. San Rafael Travel Management plan has been on
hold but they will start working on it again this winter. They anticipate having that document ready for
public review around April. This has been tagged as the top priority in the state. Continued discussion
about what this means and plans moving forward. Rob brought up an issue that people don't know there
are gates to water at the Equestrian Campground so that people use it instead of Johansen Corrals. Signs
would be good. BLM will work on this. They will also be putting signs up at the Johansen Corrals telling
people not to camp in the area so that ranchers can use them when needed. Discussion about fences on
the San Rafael River and how to mitigate the issues while the river is runnable. Les shared that the cable
at Temple Mountain looks good. Discussion about road maintenance and County B roads. Jaydon
introduced Ken supervisory park rangers and Sadie recreation intern working on maps.
b. Forest Service Myron shared that it is beautiful on the mountain this year. They already have a little
snow. Campgrounds are winding down, water systems are being winterized and reservations are complete.
Most of the Forest Service seasonals are done for the season. Discussion about Reader concerning
previous conversations and logging activity in that area. There will be a lot of challenges moving forward
after the timber sales are complete. The Forest Service has been working on their forest plan and holding
open houses. The Forest Service has been putting boundary signs up around the forests. On the Ephraim
side they have been finishing up their bike trail system. Myron shared some additional work on specific
non motorized trails that they have been maintaining on the Sanpete side. Discussion about the upcoming
eclipse. Seasonal employment for next summer recruitment will take place this month. Myron can share
that information with the committee and he asked that we all share this information with anyone who
might be interested. The forest service is changing how they hire. They will be moving towards hiring
permanent seasonal jobs, which allows employees to come back season after season and receive benefits.
The Forest Service is working on contracts for new equipment, and they are hoping to have the equipment
next spring.
c. State Parks Brad shared that the State Parks are winterizing as well have most seasonal off for the year.
The State Park snow cat is being prepped for winter and getting ready for trail grooming. They are
putting together a trails crew for Millsite and Huntington. Discussion about events at the State Parks.
They will have glasses and are ready for any visitors during the eclipse. Drew shared about Goblin Valley
and what they are doing to prepare for the eclipse and the event/programs they will be doing.

Swell Trails Grants.
