Roll Call Vote: Commission Chair Dave-Aye. Kendall-Aye. Peggy-Aye. D. Discuss Possible Changes to Oak City Town Code Allowing RVs to be Lived in as a Conditional Use-Jake Nielson. Jake explained that he had someone contact him asking about a possible place to live in Oak City on a temporary basis. He has a rental property but it is not available. He has been trying to work something out for her. She was open to parking an RV on a piece of property his dad owns. He found that Millard County allows parties to live in an RV while constructing a home. However, this property has been annexed into Oak City Town Limits. It is located near the Cemetery. He wondered if the Town would allow her to live in an RV on a temporary basis. There are hook ups there. It could have its own power source. Dave Spence asked for the Mayor's input on this. He stated that if it were allowed, it would have to be done by changing the Town Code to allow for a conditional use permit. The current Code does allow for the living in a trailer or RV while constructing a home but the RV has to be located on the same lot as the future home which is not the case with the Nielson property. Kendall stated the need to make sure the RV had its own power and water connections. Jake reported that if the lady decides to move, she is hoping to do so pretty soon. The Planning and Zoning Commission discussed a few items they would want included in a Conditional Use Permit including: There should be a time limit on the permit; suggested a year, individual water, power, and septic tank per County ordinance and on its own individual lot. Would need to meet parking regulations per Town Code and have road access. Commissioner Spence will work up a document with the proposed recommendations and send this to the Planning and Zoning Members, per e-mail, within the next couple of weeks. Could have a special meeting to discuss this then if desired. E. Continue Discussion of Single-Family, Multi-Family, and Multi-Tenant Housing. This was discussed last month. The Mayor checked with the town attorney who said that where the duplexes went from rentals to separate single family housing units that the definition of single-family occupancy, which is the family plus 2 non-related persons, should apply. The attorney said that Fillmore hasn't defined a family because there are a lot of things to think about including when you try to define family there are so many different relationships to consider. The Mayor stated that there are a few other places where there are more than three non-related people living in the same rental. The way the situation is at the Marion Ray Anderson apartments makes it against the Code. The Mayor will talk to the owner now and let them know what the Code is and request changes be made. F. Miscellaneous. Jess was given time to introduce himself and what he can do for Oak City Town. He explained that he is the Six County Association of Governments Community advisor. He will try to help in whatever capacity needed. He can help with ordinances, programs, just a support for the community. The Mayor said they are really good and the Town underuses them. They have programs like Meals on wheels. Jess will be attending meetings as often as possible. The Mayor stated that the Six County will help with the General Plan as much as the Town would like. G. Adjournment. Chairperson Dave adjourned the meeting at 7:48 p.m. Submitted by: _____________________ Approved by: _____________________ Karen K. Lovell, Secretary Dave Spence, Chairperson
