REPORTS
Mayor Report
Project status report - the wellness center sprinkling system and showers are going well, the drywall is almost done. Tile work is in progress. They are hoping to have it all done by the end of November. Council member Nielson inquired about if the showers are going to be private. It was confirmed that there will be a spot to put up shower curtains.
The deep well testing started today but there are no results yet.
Pickleball courts - the concrete is poured and nets are up. There is more concrete to be poured.
General plan - still working through that. Planning commission has been reviewing it. The planning commission is going to have a work meeting this week. The consultant is still giving them additional information, things to review, to see how much of our plan is up to state law and what needs to be changed.
All kinds of good things - SJH football and volleyball both have state playoffs this week. Cross country was today. Both the boys and girls took 3rd place at state. Tennis just wrapped up. And the marathon is coming up soon.
David Homedew is retiring. There will be a luncheon for him on Monday at noon. He has done a lot of good work for the city for 34 years.
City Council
Council member Grover wanted to thank the city crews and staff for their good work on installing natural gas lines. He also wants to revamp the forms and process to get work done at people's properties. He is not pleased with the computer process and the issues that come with it. He wants a checklist and a list of who you talk to about getting the work done.
Kigalia Fine Arts Presentation - Ellen Williams
Ellen did a presentation along with a powerpoint for the council. She went over the importance of the arts and some statistics. She reiterated that nothing is free. She went over some costs for different entertainers. Kigalia is committed to fine arts. She spoke on the cost of a yearly family pass. Kigalia is a forty year tradition. They ask for some help in advertising when they put on a free event. They have been successful in getting grants. They received one from the Utah arts and museum board, a small one, but they managed to qualify. She said that a majority of cities sponsor their fine arts council.
Council member Bowers advised that she is welcome to come to the council's budget meeting and ask for funds. She advised that there are discretionary funds for things like that.
Ellen stated that they applied and were awarded the San Juan County economic grant for $2000.
Finance Report - James Francom
Mayor Monson asked if anyone had questions about the check register. James explained that the council can go into the check register and search for specific things and pull up documents. He has shared all documents and invoices since he has started working.
Council member Bowers said that the only thing she didn't recognize on the check register was for Curtis and Sons for fire professionals and technicians. James clarified that it was for some labor hours for someone that came down and installed a pressure switch for the fire department.
