4.Petitions, Remonstrance and Communications
4. Planning and Land Use- Allison Robinson
Regarding the fire at the residence of Ben Hunter. The home has been condemned and will need to be re-built. As the town building ordinance stands at present the lot location does not meet the current frontage specifications. The intent of the present ordinance addresses new building sites. The town will amend the building ordinance to address present lots with homes that don't meet the current lot specifications. Many of the older homes in town are on smaller lots.
5. Report of Officers
a. Jim Blodgett- Roads
Concerns over the state road paving of main street that has created drop offs on the sides of the roads and intersections. Councilman Jim Blodgett will call state road about fixing this issue, to build a better transition.
b. Josalyn Stevens- Parks, Recreation and CERT
Not in attendance. We will discuss the defibrillators and Town Hall all day use fee during the November town board meeting.
c. David Wood - Electric
Nothing new to report, things are the same.
d. Phil Whatcott - Water
The landowner where the proposed well site may go has contacted the town and is working with his attorney on the legal issues. Once the town and landowner have reached an agreement, a site test will be done. If the landowner were to reject the town offer, that would not kill the water project. It would be a delay in the project as a new well site would need to be located.
At present our water tanks are full due to the conservation of the residents. We would like to continue this pattern of conservation, so we don't have repeats of lean water years. Water meters will not be read the months of October- February. The new water rates will go into effect on the October utility bill with the water base rate of $34.00 being charged, no overage will be charged.
In a meeting with Sunrise Engineering regarding the water project, the town was told we need to get moving on our plan. The state would like to see us moving forward due to the funding that was given to Holden Town. They will not pull the funding, but the town needs to show progress on the project.
e. Fire Department
Ben Hunter House fire. Holden had seven men show up to assist in fighting the fire, with one truck. Fillmore fire department was called in to assist and brought 2 trucks. Their fire chief took command of the fire as Holdens chiefs were not in town. The fire ingulfed the second story of the home and there was a fatality. A citizen noticed the smoke and called the sheriff's office, the homeowner was not home at the time. The two females' home at the time were unable to get themselves out.
This is fire safety month, Phil stressed the importance of having smoke detectors in homes, with working batteries. This particular home had smoke detectors on the main level but not upstairs. The Importance of having carbon monoxide detectors in the home is also vital.
?- How did the fire affect the water tank levels? The tank levels dropped but were able to re-fill due to low public water use.
The fire hydrant near the fire location had good pressure, however there are some hydrants in town that are old and need replacing, they would not have the capacity to put out a fire if the need arose. This will need to be addressed in the water project planning.
f. Mayor Darren Fox
The American Legion asked the town for a contribution toward their dinner on November 11, 2023.
Phil Whatcott motioned to donate $200.00 Jim Blodgett seconded; roll was called, Jim Blodgett- yes; Phil Whatcott - yes; David Wood - yes; Mayor Fox-yes.
Thank you to the fire department for the quick response and to all the volunteers.
A thank you gift was given to Thane Hillestad for his work on the old town hall/ shop.
Power outages in September caused the town computers to begin to fail. In the process of retrieving the data and obtaining a new computer, the license to the cemetery was unretrievable. The town will need to look into updating the cemetery program soon.
Bryant Stevens mentioned the lights at the entrance to the cemetery need replacing. One is missing, and one is in disrepair. Can these be taken care of? Thane Hillestad mentioned that Rod plans on replacing the shop lights with LED lights and the cemetery lights could be added to that work order.
The project to upgrade the town hall parking area is in the works. The meters to the South of the building have been raised to grade level. The area around the town hall will be graded to allow for water drainage away from the building. A water downspout to the rear of the building is missing and will be repaired. The CERT trailer will be moved to the corner in the back of the building.
Caralee Wood (Treasurer) received an email from someone coming to town to view the eclipse. They inquired if the town had a park and restrooms. The board decided to make sure the restrooms were open and available Saturday, October 14.
