Description/Agenda
Laketown Town Council Meeting Minutes October 4, 2023 Laketown City Office 10 North 200 East Laketown, Utah Mayor Burdette Weston welcomed those present and called the meeting to order at 7 p.m. on Wednesday, October 4, 2023. Those present are as follows: Mayor Burdette Weston, Council Members Eldon Robinson, Brandon Willis, Kris Hodges, Delora Wight and Clerk Alice Jackson. Those present in the room: Planning and Zoning Chairman, Duane Robinson. Betty Mills with the Activity Committee, Janelle Braithwaite with Rural Water and two representatives with CAPSA. Dennis Hodges arrived at 7:02. OPENING CEREMONY: Eldon conducted the opening ceremony and Brandon led the pledge of allegiance. ACTION: Mayor called for the agenda to be approved. Motion made by Delora Brandon, Motion carried unanimously. ACTION: Meeting Minutes: Mayor asked for a motion to approve Town Council Meeting Minutes from September 6, 2023. Motion made by Brandon, seconded by Delora . Motion carried unanimously. MAYOR OPENED THE MEETING FOR QUESTIONS AND COMMENTS: Dennis Hodges addressed the council regarding the abandoned caf across from Dee's Super service. A letter was sent approximately 18 months ago and there has been no follow-up. *Action Item-ask Justin to send a letter. Rural Water: Janell with Rural Water addressed the council. She is here to encourage us to support Jeff in putting together a cross connection policy and ordinance for Laketown. This is mandated by the state of Utah. Laketown has an obligation to protect the health and safety of the residence. Jeff has received his cross-connection certification. Without a policy in place, E Coli and other harmful bacteria can get into our water system. Once the policy and ordinance are in place, this provides a way for us to enforce the policy/ordinance and go onto private property and check the cross connection of property owners. With the above in place, we will then have the authority to turn their water off if they are not in compliance. These systems need to be inspected once a year. A population of less than 500 has one year to get this in place. If we don't have a system in place, and the state comes and inspects, It's 15 points against our system. Once we get 1500 points then we are not an approved system. Rural Water is the company that will help us get in compliance. Part of this is to communicate and educate our residence. Once we learn new ways of improving our water systems, we need to do it the better way. Eldon asked if there was funding to bring us into compliance. There doesn't seem to be. Janell stated that It's the stewardship of the council to keep Laketown water safe. Ordinance alone is acceptable. Beginning in January, the state of Utah will begin to enforce the ordinance. Mayor asked if we don't have any backflow meters in place, some of our residences don't have them and this can be a big expense to them. Janell stated that even pop machines need to have a back flow meter on them. Jeff will be required to keep a binder regarding Laketown's policy/ordinance, education and communications sent to Laketown residence etc. There are templates available to Jeff via the state. Rural Water has a cross-connection specialist that is available to help us. What Rural water does is at no cost to Laketown. They are here to help. Brandon asked if we could impose a fine instead of a Class C Misdemeanor for those out of compliance. It's about $100.00 to have a system inspector. Repairs would be a cost to the home or business owner. Fines are in place per the state. Per Janell, in our last sanitary survey, we already have points against us due to our water tank leaking. We don't have a redundant water source so this puts points against us. No grant applications are being accepted. CAPSA: They are in the awareness department. They are in our service area. October is domestic awareness month. They will leave us a poster and gave us brochure with a call in number- a hotline number. Dan Stringham arrived at 7:50pm. Betty Mills-Activity Committee Update: Activity committee will wait on the marquee until they have money. Trunk or Treat October 21 at 7:00pm. If bad weather, it will be held at the school. They will have a hayride, pumpkin walk, dinner. She asked if they needed permission slips for the hayride. No decision was made. 8-14 of Nov. Flags will go on veteran's yards. 2nd of December will be the tree lightening. Betty left at 8:00pm. Discussion was held regarding Lance helping the committee with lighting the big trees for the holiday. OTHER ITEMS OF BUSINESS: Action items from previous meeting: Delora, Duane, Mayor: Identify those that need to start paying quarterly water fees. Delora has started on this list. There is a question of how many lots the Cardons have. Hunters own one. Delora asked if they have a meter on their property should they begin paying? She thinks they should. Brandon agrees. Drilling your own well would not impose all the impact fees. *Action Item: We will schedule a work meeting to discuss this issue.
