Call to order: Mayor Alfred C. Bigelow Agenda Items: 1. Discussion and consideration of adoption of Resolution 2023-03, regarding federal controls to limit use and access to areas within the Manti LaSal National Forest. 2. Discussion and consideration of adoption of Parameters Resolution 2023-04, authorizing the issuance of Parity Water Revenue Bonds of Manti City and calling of a public hearing to receive input with respect to the issuance of such Bonds and any potential impact to the private sector from the construction of a proposed water treatment plant. 3. Joy Merriam - request to address Council regarding residential use of trailer on her property. 4. Todd Ballard - Safety concerns with electronic power meters. 5. Cory Hatch - Update on reporting requirements for lead and copper connections for culinary water service lines. 6. Continuing Business. a. Discussion concerning nuisance ordinance and enforcement. b. Sidewalk safety for pedestrians in the downtown commercial zone. c. Dogs running at large. 7. Councilmembers reports: Gary Chidester Darren Dyreng Jeff Killian Jason Vernon Mary Wintch 8. Public Comment - two minutes per each comment. 9. Mayor Bigelow. 10. Consideration of approval for minutes of recent meetings. (October 18th Council Meeting) 11. City Manager Kent Barton. 12. Closed Session (if needed).
