1. CALL MEETING TO ORDER.
Mayor Dennis Sweat called meeting to order at 6:30pm

3. PLEDGE OF ALLEGIANCE
Pledge of Allegiance was led by Councilmember Adam Palafox
4. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF AUGUST 02,
2023 DECISION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve City Council Meeting Minutes on August 02, 2023. All in favor, motion passed.
5. DEPARTMENT UPDATES:
A) POLICE DEPARTMENT - MICHAEL CONNIN 1) New Police Car- Discussion/Decision
2) Building - Discussion/Decision
Michael Connin went over stats with council. Connin informed council that Officer Hofer has transferred to a different agency. New Hire Stephanie Hernandez has started P.O.S.T as of September 6. Connin went over design and new police vehicle details as well as showing council the new design he has made for police cars. Corporal Brent Groth was presented with a pin and new position as Sergeant for all his outstanding work.
B) FIRE DEPARTMENT - TONY GONZALEZ
1) Airpacks - $18,509.20 Discussion/Decision
Fire Chief Tony Gonzalez went over stats with council. Tony went over new inventory of SCBA's that were just recently purchased for updated use of fire station. Tony asked council what was decided regarding full time position for Fire Chief. Mayor Dennis Sweat informs Tony as of right now it is not something in the budget but City Treasurer Sasha Palafox and Mayor Sweat will overlook budget at first of year to determine full time position. Tony also informed council about needing new radios since radios that fire station has now will soon not be able to be used.

6. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.
Resident Ralph Vix spoke to council regarding personal issue he has been dealing with one of the business owners of Motel located on Wendover, UT side. He had made council aware of the lacking in management the motel has. Mayor Dennis Sweat informed Ralph this would not be a matter to dicuss personal details in, If Ralph would like to stay after meeting Mayor Sweat would personally speak to Ralph and help get him the information he needs. Carla Gonzalez spoke to council regarding trick or treat street donation of $200.00 to Anna Smiths Elementary School. Motion made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman to approve donation of $200.00 to Anna Smith Elementary School for Trick or Treat street. All in favor, Motion passed.

7. APPROVE OR AMEND ESTIMATE FROM SILVERZONE CONSTRUCTION IN THE AMOUNT OF $7,300.00 FOR CONSTRUCTION AND INSTALLATION OF BRONZE PLACARD TO BE LOCATED AT THE OLD HEADQUARTER BUILDINGTHAT WAS DONATED TO THE CITY OF WENDOVER. DECISION.
Motion made by Councilmember Darlene Trammell, seconded by Councilmember Adam Palafox to Approve Estimate from Silverzone Construction in the Amount of $7,300.00 for the Construction and installation of bronze placard to be located at the old headquarter building that was donated to the City of Wendover. All in favor, Motion passed.

8. APPROVE OR DISAPPROVE: YOUTH RECOGNITION AWARD BY WENDOVER PREVENTION GROUP. DEEANNA CROASMUN. DECISION.
Deanna Croasmun and Gunnar Carter presented Tooele County Youth Recognition awards to the following 2 students for their outstanding achievements. Gabriella Delgado was given a strap duffle bag with goodies and coupons, a photo with City Council and Mayor Sweat. Naomi was not present at meeting.
9. APPROVE OR AMEND THE CDBG CAPITAL INVESTMENT PLAN (CIP) FOR 2024. DECISION.
Motion made by Councilmember Darlene Trammell, seconded by Councilmember Adam Palafox to approve the CDBG capital investment plan (CIP) for 2024. All in favor, Motion passed.
10. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION.
City Clerk Liliana Soriano went through upcoming community building rental dates with council. Liliana informed council of 4 request for Tooele County Health with request that fees be waived, 2 events for birthday parties requesting for 1 to be waived of fees for Savannah Sharp. Councilmember Darlene Trammell, seconded by Councilmember Brandon Grossman to approve all Tooele County Health Department events with the approval of fees to be waived including the approval of the other requests without fees being waived. All in favor, Motion passed. Michael Connin gave update on parking lines and handicapped signs that he placed at the city office and at the community building. Mayor Dennis Sweat and council thanked Connin for all his work.
11. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
None.
12. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERE TO.
City Administer Glenn Wadsworth updates council on Agreement for Mutual aid Fire Protection.
Glenn let council know that the agreement has expired the new agreement has already been signed by all Tooele County Officers. Glenn is to get with City Attorney Dallin Littlefield to review agreement and to see if this is something City of Wendover needs to be included in.
13. CITY ATTORNEY, DALLIN LITTLEFIELD UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.
City Attorney Dallin Littlefield gave update room tax money for Wendover City. Dallin informed council he has spoken Tooele county Tourism Tax Julie Nyman and received information on how Wendover City will need to receive room tax money.
a) INTERLOCAL COOPERATION AGREEMENT RE-ESTABLISHING THE TOOELE COUNTY COUNCIL OF GOVERNMENTS.
None
b) A RESOLUTION AUTHORIZING THE COUNTY COUNCIL CHAIR TO EXECUTE THE INTERLOCAL COOPERATION AGREEMENT RE- ESTABLISHING THE TOOELE COUNTY COUNCIL OF GOVERNMENTS.
None.
c) AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS.
City Attorney Dallin Littlefield updates council on Wendover Airport agreement, Dallin he has discussed with Wendover Airport Lisa Dunn. Dallin stated he would much rather speak about matter in executive meeting but he was unable to attend meeting in person. Dallin asked council as far as updates if they would be ok to go through City Administrator Glenn Wadsworth and Mayor Dennis Sweat for update on Airport Agreement, Council informed Dallin it would be ok to just work with Mayor Sweat and City Administrator Glenn Wadsworth as far as updated on agreement.
d) DISCUSSION PERTAINING TO CYBERNETICS/FRAUD UPDATES.
None.
14. UNFINISHED BUSINESS:
Ervin Espinoza asked council is they still plan on going through with selling of Conley acres. Mayor Dennis Sweat informed Ervin at this time the City is holding off on selling property.
Deeanna Croasmun also inform council she was approved for grant to print out banners for no use of alcohol banner to be placed after approval in Wendover Community Building. Deeanna is to bring examples of banner to next City Council meeting.
Jim Peterson thanked council for supplying dumpsters for Airshow and well as thanked all Wendover PD for their assistant in helping this event.
