1. Welcome - Ryan Riches welcomed everyone; meeting called to order at 11:31am.
2. Review of Public Comments - No public comments.
3. Welcome guests- No guests.
4. Action Item: Approve July 27, 2023, meeting minutes.
Mr. Riches moved motion to approve the minutes, Mr. Christiansen moved motion to second. Unanimously approved.
5. Board Business - Matt Castillo
Mr. Castillo advised the Board of Recruitment Updates, Jesus R. Jimenez-Vivanco's application is still waiting for approval from the Council and Mayor.
6. Action Item: Visual Art Collection 2023 Acquisition Recommendations - Kate Ithurralde, Ann Bernstein
Ms. Ithurralde introduced Ms. Bernstein to the Board. Ms. Bernstein explained how the acquisition process works and the guidelines the committee uses. All Artists the committee considers must have a Utah connection. Committee is responsible to meet the Artist and see their works. Artists hold work until the Board approves it for the collection. Artists view it as an honor to be considered by the committee.
She presented a slide presentation showing each recommended work. These slides were sent in an email to the Board prior to this meeting.
Cara Jean Hall -Sunbeams Through Aspen. Roots Art Kollective - Paloma De la Paz. Gary Vlasic - Devotion Series #22. Nataly Welch - Welga. Zaida Machado - Beauty and Pride, Maria, Tzotzil. Liberty Blake - As Water Retreats Great Salt Lake Tideline series. Matthew Choberka - Daydream Believer. Maddison Colvin - Crinolines, Flax, Cicada, Heap. Wren Ross - Star Atlas. Bianca Velasquez - What Haunts You the Most. Scott Tuckfield - Any Given Moment. Ai Ya/Shiya Zenh - Utah Asian Businesses, Offerings, Ceramic. Mitsu Salmon - Desert Turtle.
The total price for all these pieces is $24,855. The Remaining $145 will be given to Mitsu Salmon to add subtitles to her video piece since the work will be in a public place and will have a headset for the public to view.
A discussion followed about the collection and questions were asked about what is being done to promote the collection to the public. Ms. Ithurralde and Mrs. Castillo advised the Borad of a few ideas; traveling exhibits and putting on a mini exhibit by theme. Ms. Ithurralde is working on obtaining data for how many people view the art collection. Mr. Goetz advised of some ideas, and Ms. Ithurralde asked for them to meet to collaborate on them.
Mr. Riches moved motion to approve acquisition recommendations, Mr. Fang moved motion to second. Unanimously approved.
7. Resident Review Preview and Responsibilities - Melinda Cavallaro
Ms. Cavallaro advised the Board that beginning next year the Residents will be going through a review process. Board members will be asked to volunteer for this committee; Mr. Tingey, Ms. Chumbita-Garica, and Mr. Fang were previously on this committee. We have eight Residents; each committee member will take two residents for this review. The assigned committee member will make a site visit and have a chat with the Resident's leaders, hopefully get insight into what is working, what isn't working. What it's like working with Arts & Culture staff, what can be done better, etc. The Resident will submit a written report to present to the Board, and the Board will be able to ask questions. This report will go to Mr. Castillo, Council and Mayor. We wanted the Board to have this overview of this process since in the November meeting we will ask for Board members to volunteer for this committee, and vote on committee members.
8. Arts & Culture 2024 Proposed Operating Budget - Matt Castillo
Mr. Castillo emailed the board members a summary of 2024 Budget initiatives prior to this meeting. During the meeting a slide was presented with the TRCC fund 185 2023 budget report. This was compared to the 2024 requested budget. Information on each item and amounts were explained to the Board members on the list below:
Building Operations Ture-up: $67,500
Facilities Labor Rate Increase: $67,000
Community Engagement time Limited: $35,000
Booking Coordinator: $77,475
Engagement & Activations Mgr. Time limited $110,100
MVPAC Ops FTE: $72,202
Arts in Public Places Visual Arts Maintenance: $16,700
Art Tix Asst Ticketing Ops Mgr.: $0
Arts in Public Places Appraisal: $60,000
A discussion ensued about the budget, questions were asked and answered.
Mr. Castillo also advised of Eccles Building Operating Budget, asked Board to look at this packet that was also sent to them prior to this meeting. If anyone has any questions they were invited to reach out to Mr. Castillo, and he would explain.

9. Director Updates - Matt Castillo
Facility Planning - Mr. Castillo mentioned the master plan for Abravanel Hall is moving forward, as well as the Southwest Performing Arts Center. We plan to hold community engagement meetings and will be looking to the Board for their insight on the Southwest Performing Arts Center.
Summer Events Wrap - More detailed information will be presented in the November meeting. All events were very successful, these events are gaining momentum and attracting more attendees. ZAP summer passport kicked off this year after being sidelined by Covid for the last few years. It was a huge success, the final event was held at Wheeler Farm, we had several sponsors join this event.
Save the Date - Board Appreciation Event - Dec 7 at UMOCA. We will be sending out an official invitation to each Board member. Board members from the other Boards will also be invited to attend. We would like members to socialize.

11. Adjourn- Ryan Riches adjourned the meeting at 12:43pm. Board members were invited to tour Rose Wagner.
