If the server the city has currently were to crash, all documents would be lost. The city needs a reliable server to electronically store all documents.
Agenda Item #3 Cindy Peterson - Secondary Water Concerns
Cindy Peterson had her property in Wellington surveyed to put up a fence. The results of the survey showed that her
brother-in-law Allen Peterson's secondary water connection extends into Ms. Peterson's property and the fence she is
wanting to put up will prevent Mr. Peterson from having access to his connection. Councilmember Wells stated that Mr.
Peterson will need to have to have his connection moved to his property and Mr. Peterson will take care of getting the
meter moved on his end.
Motion:
Agenda Item #4 Jerry Wells - Billing Concerns/Sewer Smell Concerns
Jerry Wells attended a council meeting in March of this year. Mr. Wells is concerned because his bill is over $500. He is getting late fees but claims to have never been late. Mr. Wells will only pay the amount of the bill that doesn't include the late fee - which results in a balance being left and growing each month. About the sewer smell, this was also something that was brought up when he attended council in March. Sunrise Engineering heard his concerns and offered to look to see what could possibly be causing the issue.
Motion:
Agenda Item #5 Les Olson - Consideration of New Server through Les Olson
This was discussed during public comment and will be voted on during the next council meeting.
Motion:
Agenda Item #6 Sunrise Eng. - Consideration for Awarding Secondary Irrigation Metering Project to National Salvage
The city discussed the terms of the project with Sunrise and while looking over the contract, Public Works Supervisor
June Rich discovered that the number of secondary meters seemed to be very low. If the number of meters in the
contract are much higher that could change the amount of the project.
Motion: Councilmember Zauss made a motion to table the consideration until the count of secondary connections is confirmed. Councilmember Clark seconded the motion; followed by Councilmember Wells, Councilmember Nelson and Councilmember Perea.
Agenda Item #7 Sunrise Eng. - Consideration of Sunrise Engineering Amendment for Extended Construction Engineering Services
The Wellington Sewer project is taking more time than expected to complete. Due to this extension, there will be an increase in the cost.
Motion: Councilmember Zauss made a motion to approve the amendment in the full amount. Councilmember Clark seconded the motion; followed by Councilmember Wells, Councilmember Nelson and Councilmember Perea.
Agenda Item #8 Resolution 2023-09 - A RESOLUTION AUTHORIZING (1) $1,000,000 SEWER REVENUE BONDS, SERIES 2023, AND PRELIMINARILY AUTHORIZING (2) SEWER REVENUE BONDS, IN ONE OR MORE SERIES FOR SEWER SYSTEM IMPROVEMENTS, AND RELATED IMPROVEMENTS; AND RELATED MATTERS.
Motion: Councilmember Zauss made a motion to pass Resolution 2023-09. Councilmember Perea seconded the motion; followed by Councilmember Nelson, Councilmember Clark and Councilmember Wells.
Agenda Item #9 City Sanitation Rate Increase
City Sanitation is raising the costs they charge for a single garbage can to the city effective September 1, 2023. The
council members have decided not to raise the cost charge to the residents at this time.
Motion:
Agenda Item #10 Consideration of bill folding machine/envelope stuffer
The office staff would like to obtain a folding machine and envelope stuffer as it will help lessen the time of having to
hand stuff each utility bill. The machine can also be utilized for other tasks that require sending out mail to many
individuals rather than just for utility billing.
Motion: Councilmember Clark made a motion to retain an envelope stuffer. Councilmember Zauss seconded the motion; followed by Councilmember Wells, Councilmember Nelson and Councilmember Perea.
Motion:
Agenda Item #11 Employee Work Phone Plan
City Treasurer Nicole Oveson brought concerns to the council about using personal phones to send work orders and
other concerns to the public works team. The office staff also must use their personal phones to obtain a secure token
to access bank information online. The public works team utilizes their personal phones as well. It puts them at risk of
damaging their personal property if it were to be ruined while on the job. Ms. Oveson plans to go over three different
phone companies and plans to present to the council during the next council meeting.
Motion:
Agenda Item #12 Councilmember Zauss - Moving Air and Heat for Police and City Offices
Councilmember Zauss has had some contractors come and look at the city offices to see what the cost would be to get
some cooling and heating units to the City Recorder and Treasurer's office. The units would be able to be moved if the
layout of the office was to change. Councilmember Zauss is still waiting for one more cost estimate and will update the
council with more information in our next meeting.
Motion:
Agenda Item #13 Unfinished Business
Due to a prior planned engagement, Pioneer Day's 2024 will be held the weekend before Pioneer Day on Saturday, July
20, 2024.
Councilmember Wells brought up that the recorder's notary raise was not brought forward when the wage increase was
made in the spring. The council has asked that be put on the next agenda to be approved upon.
Councilmember Zauss got on top of the roof to observe the damage and spoke with Councilmember Nelson and Mayor
Timothy about looking into grants to help tear the building down. Councilmember Wells mentioned that he knows
someone who may be able to patch the roof and will reach out to him.
The city is still waiting on the planning and zoning team to get the ordinances that needed corrections over to them.
Chief Kosmack feels as if the city attorney needs to review the ones regarding the law.
The pre-disaster plan needs to be finalized and Mayor Timothy has asked Nicole to work with Councilmember Perea on
that.
The connection fee for the RV park still needs to be paid and if there isn't a readable connection, the city will consider
charging an additional fee.
