Locust Ave Pleasant Grove, UT 84062 September 21, 2023 Schedule of Events RFP Released September 21, 2023 Deadline to Submit Questions October 4 Proposals Due October 10 at 3 PM First Review Week of October 9 *This is an anticipated schedule of events and Pleasant Grove City reserves the right to change these dates if necessary. Proposal documents should be plainly marked with the BID# 921-2023. Proposals can be sent by email, paper mail, or delivered in person. Mailed or in-person delivery proposal documents can be sent/delivered to the following location: Pleasant Grove Recreation Center Attn: Shawn Whitaker, BID# 921-2023 547 S. Locust Ave Pleasant Grove, UT 84062 Proposals will be accepted until Wednesday, October 10 at 3 p.m. MST. Be advised that late bids will not be accepted. 1. EXECUTIVE SUMMARY Pleasant Grove Recreation is looking to remodel the Veterans Memorial Pool leisure swimming pool, deck, and pump room area. Vendors will be evaluated based on their experience, price, and ability to complete the project in a specific time frame. 2. PROJECT SCOPE Pleasant Grove Recreation is searching for an experienced vendor accustomed to working with municipalities and other government entities, to help the City both repair and upgrade the swimming facility. Due to some current settling of our pool deck, and pump room equipment needing to be replaced, we are looking for a company who can complete all areas of this project. Project must be completed no later than April 1, 2024. The following are the items to be addressed as part of the scope of this project: -POOL- - Removal of existing coping stones. - Partially demolish the existing concrete deck around the pool perimeter. - Place additional gutter pipe and extend to the surge tank. - Build up the existing gutter walls. - Waterproof the existing gutter. - Pour new deck surface. - Extend the pool liner up the pool wall. - Install new coping stones. - Install handrails, grabrails, and any other ADA items. - Install both depth marker and NO DIVING tiles. - Level the zero-entry floor as needed. - Bonding of all metal objects in and around the pool. - Clean up after project completion. -PUMP ROOM- The following items are to be purchased and installed: - 1-Aquify Regenerative Media Filter 1600 sf-FRP PMF-60-1600-FRP - 1-Aquify PMF Suite D8 - 12in x 10in x 6in PMF-SUITE-D8 - 1-Aquify Strainer 12in x 12in STR-1212-FRP - 1-Aquify Strainer Basket 10in - 12in for FRP STR-BSK-C-FRP - 1-Aquify Tee 12in x 8in x 6in FRP TEE-120806-FRP - 1-Herborner F-N Pump 40HP NEMA motor FN150-270B-4004N-W2B - 1-Aquify Variable Frequency Drive 40HP 480v N4 with disconnect switch VFD4-D040-N4 - 1-Aquify Concentric Reducer 10in x 6in FRP RDC-1006-FRP - Update of all necessary plumbing and electrical. - New outdoor enclosure for chlorine storage tanks and equipment. 3. QUESTIONS & REQUESTS FOR CLARIFICATION All questions or requests for clarification must be submitted via email no later than the deadline identified in the Schedule of Events section of this RFP. SUBMITTAL TIMELINES & REQUIREMENTS Proposal documents should be plainly marked with the BID#: 921-2023. Proposals can be sent by email, paper mail, or delivered in person. Locust Ave Pleasant Grove, UT 84062 Proposals will be accepted until Wednesday, October 10 at 3 p.m. MST. Be advised that late bids will not be accepted. In addition, all questions and requests for clarification must be submitted by Tuesday, October 10. Proposals submitted in response to this RFP shall be valid for 90 days from the submittal due date outlined in the Schedule of Events. If necessary, Pleasant Grove Recreation reserves the right to request follow-up information or clarification from vendors and/or schedule time to interview vendors about their proposals. 5. EVALUATION CRITERIA Pleasant Grove City will review all qualifying responses to this RFP to identify a single vendor that best fits the needs of the City. Pleasant Grove City will evaluate vendors on their qualifications, references, experience working with municipalities, their experience working with municipal pool repair and construction, commitment to the success of this project, and project timeline. The City will also consider the proposed scope, features, and pricing to determine which vendor is best able to meet the needs of Pleasant Grove City. ORAL PRESENTATION As part of the proposal evaluation process, selected vendors may be invited to make oral presentations to the City. These presentations must be made by the same project team personnel who will be assigned to the project should the vendor be awarded a contract. If the City chooses to schedule oral presentations, the City shall work with the vendor to find a date and time that works with their schedule. 7. SUBMITTAL OWNERSHIP All proposals (and the information contained therein) shall become the property of the City. Proposers should carefully consider the items submitted before submitting items that would not be disposable to the proposer. Proposals submitted may be reviewed and evaluated by any person(s) at the discretion of the City. No proposal shall be returned to the respondent regardless of the outcome of the selection process. Cost for developing proposals and making proposal presentations are entirely the responsibility of the proposer and shall not be chargeable in any manner to the City. 8. CITY USE OF PROPOSAL IDEAS The City reserves the right to use any or all ideas presented. Selection or rejection of the proposal does not affect this right. 9. ACCEPTANCE OF PROPOSAL A. The City reserves the right to reject any or all proposals for any reason and/or waive minor irregularities when doing so would be in the best interests of the City. Minor irregularities are those which will not have a significant adverse effect on overall competition or performance levels. B. The responding party agrees that the City may terminate this procurement procedure at any time, and the City shall have no liability or responsibility to the responding party for any costs or expenses incurred in connection with the RFP, or such party's response. 10. DISQUALIFICATION OF PROPOSAL The City reserves the right to reject any proposals received by reason of this RFP or to negotiate separately with any source whatsoever in any manner necessary to serve the best interests of the City. The City may or may not award a contract solely based on this RFP and will not pay for the information solicited or obtained. The information obtained will be used to determine the vendor that best meets the City's needs and is the most advantageous proposal received. The occurrence of any of the following may result in disqualification of a proposal: a. Failure to respond by the established submission deadline. b. Failure to completely answer all questions posed in the RFP. c. Use of any other type of form or format other than those indicated in the RFP. d. Failure to provide requested documentation at the time of proposal submission. e. Illegible responses. f. If the proposer adds any provisions reserving the right to accept or reject an award or to enter into a contract pursuant to an award, or any other unauthorized conditions, limitations, or provisions. g. If the proposer is unable to evidence a satisfactory record of integrity. h. If the proposer is not qualified legally to contract. THE CITY RESERVES THE RIGHT TO REJECT ANY OR ALL PROPOSALS 11. WITHDRAWAL OF PROPOSAL The proposal may be withdrawn upon request by the proposer, without prejudice, prior to, but not after, the time fixed to receive proposals. 12. AMENDMENTS No oral modifications or amendments to this RFP shall be effective. If it becomes necessary to revise any part of the RFP, an addendum will be provided to all who received an RFP. 13. EMPLOYMENT STATUS VERIFICATION Vendors shall register and participate in the Status Verification System and comply with Utah Code Annotated Section 63G-11-103 of the Identity Documents and Verification Act. Vendors shall, by contract, require their contractors, subcontractors, contract employees, staffing agencies, or any contractors regardless of their tier to register and participate in the Status Verification System and comply with Utah Code Annotated Section 63G-11103 of the Identity Documents and Verification Act. Vendors shall also agree to abide by the Federal and State regulations pertaining to Equal Opportunity Employment that require project participants not to discriminate against any employee or applicant for employment because of race, color, religion, sex, age, disability, or national origin. The City will make every effort to ensure all bidders are treated fairly and equally throughout the entire advertisement, review, and selection process. 14. NON-COLLUSION Vendor shall guarantee that the proposal submitted is not a product of collusion with any other bidder and no effort has been made to fix the proposal price of any bidder or to fix any overhead, profit, or cost estimate of any proposal or its price.
