DINNER - Dinner will be served to the Commissioners and Staff at 5:00 p.m. in Room 326 of the City and County Building. During the dinner break, the Historic Landmark Commission may receive training on city planning-related topics, including the role and function of the Commission.

1. WITHDRAWN - Extension Request for Minor Alteration at approximately 365 N. Quince Street - James and Kelly Fowler, the property owners, are requesting that the Historic Landmark Commission grant an extension on approval to minor alterations and to restore an addition. To accommodate the proposed addition, the application was approved for additional building height. The property is zoned SR-1A (Special Development Pattern Residential) and is a contributing structure within the Capitol Hill Local Historic District. The Commission originally granted approval for this project on November 3, 2022. The property is located within Council District 3, represented by Chris Wharton. PUBLIC HEARING
1. Minor Alteration for a Tree Platform at approximately 258 N. J Street - Igor Kovalenko, the property owner, is requesting approval for a Minor Alteration for a tree platform in the rear yard of his house at the above-listed address. The subject property is in the Avenues Historic District and the SR-1A (Special Development Pattern Residential) zoning district. The proposal is referred to the Historic Landmark Commission since it requires modifications to building coverage, maximum height for accessory structures, distance from the principal structure, and does not meet the adopted historic standards and guidelines. 2. Minor Alteration for Porch and Walkway at approximately 1345 E. Normandie Circle - Michael Young, property owner, is requesting approval of a Certificate of Appropriateness to replace the steps of the front porch and walkway at the above-listed address. The property is contributing to the character and integrity of the Yalecrest-Normandie Circle Local Historic District. The proposed work has already been completed without approval and is being referred to the Historic Landmark Commission for a decision because Staff finds that it does not comply with standards of review. The subject property is zoned R-1/7000 (Single-Family Residential), and is located within Council District 6, represented by Dan Dugan. 1. Chair & Vice-Chair Elections
The next regular meeting of the Commission is scheduled for Thursday, November 2, 2023, unless a special meeting is scheduled prior to that date.

Staff Reports will be posted the Friday prior to the meeting and minutes will be posted two days after they are ratified, which usually occurs at the next regularly scheduled meeting of the Historic Landmark Commission.
Anyone who is an 'adversely affected party' as defined by Utah Code Section 10-9a-103, may appeal a decision of the Historic Landmark Commission by filing a written appeal with the appeals hearing officer within ten (10) calendar days following the date on which a record of decision is issued.
The applicant may object to the decision of the Historic Landmark Commission by filing a written appeal with the appeals hearing officer within thirty (30) calendar days following the date on which a record of decision is issued.
