4. Planning and Land Use- Ted Bennet
No new Business
In July the planning and land use committee met with Sunrise Engineering to begin the process of updating the Towns general plan. It will take approximately 6-8months to complete. They will also gather information from the town citizens.
5. Report of Officers
a. Jim Blodgett- Roads
Rod has been having a hard time getting the asphalt needed to fix the three spots in town that had to be dug up. We will wait another 2 weeks and then the holes will be filled with gravel. The cost for the asphalt is approximately $500.00 a truck load.
b. Josalyn Stevens- Parks, Recreation and CERT
The town will contribute $500.00 to the Holden Ward for the 24th of July breakfast.
Cert needs to replace the defibrillator at the fire station, the one we have is outdated.
Need to look into it and if there are still Cert funds available.
c. David Wood - Electric
Power costs are still fluctuating. David is working with Dawn Lund to have a rate study done for the town. This study can also be done for the other town departments.
CFPP- The application is in so that they can now go ahead with the preliminary work for the nuclear power plant project associated with UAMPS. KSL news did a story on this power plant.
d. Phil Whatcott - Water
The application for the lead and copper grant has been submitted. It needed to be done by October. This is a project being required by the state to check for lead pipes delivering water to homes. This is a $73 thousand dollar grant to run the survey/ check the pipes in town. The survey will need to be done within a year. The pipes will be checked to the water meters, and then from the meters to the home. Once it is determined if there are lead pipes, those homes will be noted and possibly another grant will be given to the town to help aid in the cost to the homeowners of replacing those pipes. All cities under 10 thousand people have to participle in this survey. This is being done due to the lead pipe water issue that happened in Flint Michigan in 2014.
*Water project- The project is in a holding pattern while we wait for a well site to be secured.
*The spring is running at 240 gal a minute. The tanks are running low during peak use times, then the tanks are able to re-fill during the day when water is not being used for yards. The peak hours seem to be mostly at night.
*Cloyce Smith wondered about the conflict of interest with Sunrise Engineering working on the towns water project and two of the board members are employees of Sunrise Engineering.
This project was set in place back in 2017, Mayor Fox was on the board at that time. Both Board members who presently work for Sunrise have abstained from all voting having to do with the water project. The company chosen to head the water project was done via qualifications not a bid. When the letters were received back from the various companies the decision was made to go with Sunrise Engineering.
*Mark Stephenson is concerned the town council will make all the decisions and not include any input from Holden Town citizens.
The board assured him they are looking out for the future of the town and want to include the citizens in the decisions to be made.
*Ted Bennett inquired whether another spring can be tapped into if the location for the well doesn't go through.
To meet the water capacity requirements we need to have at least 200 gal of water a minute. The springs that have been looked at thus far are only producing 80 gal of water a minute.
Fire department
Two members of the fire department took a piece of equipment (water pumpkin) out to a fire in the west dessert for those fighting that fire to use. The fire district will pay the town $63.00 a day for the use of the equipment, as well as paying for the gas and time to deliver the equipment.
6. New Business
Water Rate Increase- A business meeting is planned for the end of August to discuss a rate increase. An increase is necessary to comply with the state requirements for the water project funding. The state is requiring an average of $60.00, This does not mean each homeowner will be required to pay this amount. This increase will be spread over many years.
7. Outstanding Business
*Thane Hillestad revised the project for the painting of the town logo on the old shop. It will be painted a light gray with white trim. Thane will be purchasing the paint at Home Depot. Michael Steimle will be painting the sigh for the shop.
8. Adjournment:
Phil Whatcott motioned to adjourn the meeting at 8:20 p.m, Jim Blodgett seconded, roll was called, Jim Blodgett- yes; Josalyn Stevens - yes; Phil Whatcott - yes; David Wood - yes
