The Aurora City Council came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the city council meeting had been given. Jim Harrison gave an opening expression of choice, and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the July 17, 2023 Council meeting.
City Council Member Andy Rasmussen moved to accept the minutes of the July 17, 2023 meeting. City Council Member Jim Harrison seconded the motion. The motion was approved by members: Harrison, Kennedy, Mason, Rasmussen and Jensen.

2- OPEN SESSION-
No members of the community who were not on the agenda came forward to address the City Council.
3- WATER PROJECT UPDATE-
Parker Vercimak stated that he has been in contact with a contractor that can do the tank liner revision at the old Aurora water tank in order to complete the project. It was noted that time would be of the essence because the project should be completed by September 30, 2023. If the deadline is not met, Aurora City will needed to go back to CIB and get an extension to complete the project. It is not ideal to do that in that Aurora City is going before the CIB to obtain funding for their road resurfacing project.
Mr. Vercimak described the repairs to the tank as an epoxy liner that could be installed quickly. This liner would help keep the water tank protected and also to allow Aurora City to not receive any points against their water inspections.
4- SHAY MORRISON - SIX COUNTY ASSOCIATION OF GOVERNMENTS-
Mr. Morrison came before the Aurora City Council to discuss several issues.
a. Lead & Copper rules revisions- Mr. Morrison informed the Council that a report on lead and copper pipes is required by 10-16-24. The replacement plan for the City to replace these pipes is going to be easy to accomplish but the residential portion where citizens will need to identify their pipes will be the challenge.
b. Code Violation Notices - Mr. Morrison reviewed all of the Aurora City ordinances to identify the best solution to inform, prosecute and enforce code violations. Mr. Morrison recommended that when a code violation was identified, it would trigger a 21 day period where 3 letters will be given in order to correct the problem. The first notice will begin by identifying the violation. After 7 days, if the violation is not corrected, a second notice will be given. If after the 20 days of notice nothing is done, a third letter will be given stating that the next day a citation will be written and a court date will be set.
c. Regulations for shutting off utilities. Mr. Morrison had researched state law and felt that the process Aurora City is currently using to shut off

is sufficient to meet state law and can be continued to be used.
d. Subdivision Code Updates- He stated that there will soon be an RFP awarded to an engineering firm in order to help communities complete the necessary changes to the subdivision ordinances.
e. Local technical assistance program. There is help for a road maintenance plan that is scientific and free for communities to find the most effective replacement programs.
f. GOEO Water Infrastructure Funding- Mr. Morrison informed the Council that there is a program that has $50 million to help communities with water project funding. The application will be due on August 31, 2023.
g. GOEO Rural Community Opportunity Grant- Mr. Morrison also stated that there is funding for communities to do special projects. These grant applications are due Oct. 16- Nov. 17. Aurora City should see if there is something they could apply for in order obtain some of that funding.
5- CIB ROAD PROJECT
Mayor Quarnberg stated that Aurora City is currently preparing the application to go before the CIB to obtain funding for a resurfacing road project. He stated that there should be a public hearing during the next City Council meeting in order to inform the public about the project.
6- MAIN STREET ROAD PROJECT-
Mayor Quarnberg stated that he was informed the Main Street Road Project would begin on September 5, 2023. The ability to inform citizens about the project was discussed and it was determined that a post on Facebook would help along with an announcement during church in both Aurora Wards. Mr. Johnson was directed to prepare the information so that it could be given to the Bishops.
7- DEPARTMENT REVIEWS-
Jim Harrison- Mr. Harrison informed the Council all was well with the City buildings and that he has been working with Mr. Johnson on the deposits and bank reconciliations.
Kelly Mason- Mr. Mason informed the Council that NS Recreation held their meeting. Mr. Mason discuss the light poles at the West Park and the solar lights that have been ordered. He also mentioned that the Trail Head Project at the West Park was

coming together and would be able to a place where people could access the Paiute Trail system.
Nancy Kennedy- Ms. Kennedy stated that the Planning Commission had an important meeting where Malmgrens came before the Planning Commission to request a letter of denial for annexation. The Planning Commission asked the Malmgrens to reconsider and to annex their property into Aurora City. The Commission also discussed a lot split request by Oli Olafsson. There were animal control issues discussed.
Andy Rasmussen- Mr. Rasmussen discussed code enforcement and inviting Charles Billingsley to join us and discuss code enforcement.
Hal Jensen- Mr. Jensen informed the Council that preparations have been made for the 9/11 day of service. Ken Freeby has offered to help with the trimming of the trees at the Aurora City Park. He also discussed painting of the foot bridge and how to involve the community.
Jordon Bosh- Mr. Bosh discussed the grass at the Aurora City Park and the challenges he has had working around NS Recreation. He stated that he plans to fertilize the grass this fall and sterilize the ball diamonds to control weeds.
8- REVIEW OF WATER USE REPORTS, BUDGET, FINANCIAL STATEMENTS, REVIEW OF THE CHECK REGISTER AND SAVINGS ACCOUNTS
The City Council reviewed all of the reports.
9- ITEMS FROM THE RECORDER-
Mr. Johnson stated that there are properties within the Aurora City limits that need attention. He has sent a certified letter to Mr. Wasecha about his lot that has been abandoned. If there is no response, the city will be able to publish a notice and then pay someone to clean the property and put the charges on his tax notice.
10- SECOND OPEN SESSION-
Parker Vercimak approached the Council to discuss the possibilities of Aurora City hosting a Christmas Festival. Mr. Vercimak stated that his wife was willing to spearhead the event with the support of citizens in the city. The event would be held at the Aurora City Park with the lighting of a Christmas tree, gingerbread cookies, caroling etc. Mr.

Vercimak stated that Tambrea will come to the next meeting to ask for official permission.
11- ADJOURNMENT-
The Council completed their business, and the meeting was adjourned at 9:14 pm with Clint Johnson offering a closing expression of choice.
