Meeting Minutes SANPETE CONSERVATION DISTRICT (CD) BUDGET HEARING AND REGULAR MEETING Monday, June 12, 2023 11:00 am Ephraim City Hall-Basement Ephraim, Utah ATTENDANCE: SURPERVISORS: Scott Mower, Bruce Christensen, Scott Sunderland (online), Michael Larson (online) Excused: Thomas Blackham UDAF: Tracy Balch, JP Contreras (online), BreeAnn Bloomfield (online) CD Planner: Jason Krebs (online) SUMMERY OF DISTRICT ACTIONS 1. Motion to adopt and sign the FY 2024 Sanpete CD budget-Page 1 2. Motion to approve the June agenda and the May 15, 2023, meeting minutes-Page 1 3. Motion to approve the financial as brought before the board-Page 2 4. Motion to approve and sign the CD reimbursement request-Page 2 5. Motion to use SERA for Sanpete Field Day-Page 2 6. Motion to approve and sign the FY 23 Fraud Risk Assessment-Page 2 7. Motion to adjourn the meeting at 2:30 p.m.-Page 3 SANPETE CD BUDGET HEARING MEETING CALL TO ORDER Mike Larson called the budget hearing to order at 11:00 A.M. All those present were provided a copy of the Sanpete CD FY 2024 Budget, which was reviewed. No members of the public attended this meeting other than those recorded above. Scott Mower moved, Scott Sunderland seconded to formally adopt the FY 2024 Sanpete CD budget and send it to the Utah State Auditor and to adjourn the meeting. The motion passed. Meeting adjourned at 11:30 a.m. APPROVAL OF JUNE 2023 AGENDA Scott Mower moved, Scott Sunderland seconded to approve the meeting agenda for June 12, 2023, as no other business is needed to be brought forth. The motion passed. APPROVAL OF MEETING MINUTES The minutes of the May 15, 2023, meeting was sent to all Supervisors prior to the meeting. A motion is needed to approve the minutes. Scott Sunderland, Scott Mower seconded to approve the May 15, 2023, meeting minutes with change to the CD planner's last name. The motion passed. CD FINANCIAL Scott Mower moved, Scott Sunderland seconded to approve and pay the following expenses: The motion passed. a. There were several checks to be deposited for the no-till drill rental, and one from Sevier CD for their share of the CD planner. b. Entity Renewal to the State of Utah for $25.00 c. Tree Program: Sevier CD for tree expenses $802.57 a. Sanpete CD had $1,191.50 in sales (credit card, cash, extra tree sales) minus the $802.57 in expenses. They have a $388.93 in profit. d. Clerk Contract for June: $250.00 e. Debit Card charge to Tractor Supply for no-till parts: $193.68. f. J Blackweld to fix the no till drill: $503.07 g. Cow Camp Catering for Sanpete CD Field Day: $618 h. The left-over fiscal year funding is $2,683.52 and Scott Mower moved, Bruce Christensen seconded to approve to give this to the Sanpete Watershed Group to be used for river restoration work in conjunction with the extra 319 funds. The motion passed. Scott Mower moved, Scott Sunderland seconded to sign and send in the CD reimbursement request to the UCC. The motion passed. BOARD BUSINESS -Mike let the board know that NACD has their TA grant out right now and that the CD will start working on it so that they can keep the CD planner's position. -Mike read a letter from NRCS and the state conservationist, Emily Fife, thanking the conservation district for participating in the local work group and helping to provide information that gave the state office the details that helped them decide where to put the funding. NRCS will start the process a month earlier next year. Scott Mower moved; Bruce Christensen seconded to use SERA funds for any Supervisor attending the Sanpete Soil Health Field Day. The motion passed. PLANS AND REPORTS Scott Sunderland moved, Bruce Christensen seconded to approve and sign the following plans and reports: a. FY 2023 Fraud Risk Assessment The motion passed. The reports will be sent to the Utah State Auditor. UDAF -Tracy distributed to the board members present a list of irrigation and canal companies that Jay Olsen asked for help to identify current contact information for the area. The board members updated what they could. -Tracy updated those present on the current programs available. -Tracy was asked about what types of flood programs were available. She informed the board that as this time, UDAF was working on something, but there is not anything currently and as soon as the information is out, she would pass it along. WATERSHED BUSINESS -BreeAnn gave Mike Larson a letter of payment request to sign for the Scott Mower project. When Mike gets back in the area, he will sign it and send it back. She is not sure when she will be able to do the sampling and monitoring on the river due to the high flow. -Sanpete CD did get one NPS project funded in the amount of $10,000.00. -She informed the board that Mark Quilter with UDAF will be coming to fly a portion of the river from the Gunnison Reservoir to Highway 89 with a drone. There is high salinity content in the area. The purpose is to gather data and map the old channel prior to the 1983 flooding events. If any local people are interested, please let them know and when this will happen. ARDL No new ARDL applications, but the interest has increased, and the office has given several applications out and will work with the producers. JP let the board know that the AgVIP program application program is open until July 7th and that they have a new manager, Katie Slebodnik, who will be coming to Richfield on Thursday and Friday of this week to do a training. NRCS No one from NRCS could attend, but they gave Tracy information to update the board. Wade Ingram will be off for the next week and David Schick will be acting. NRCS will be meeting together to discuss the strategic funding proposals that were submitted. CD PLANNER Jason discussed the Sanpete Soil Health Field Day that will be held on Wednesday, June 21, 2023. They will meet in Mt. Pleasant and go on a tour of some project fields. UDAF and NRCS will have a couple of presentations. Bruce asked how the information about the field days was getting out to the area. Jason let the board know that he talked with the irrigation company presidents to send out the invitation, he has emailed it out, posted the flyer in quite a few places in towns all over the county. Scott Sunderland wondered about putting it on the radio. Jason said he would see what could be done, it and by the time the meeting ended, he had been in contact with the local radio station, and they were willing to advertise it. -Jason said that everything has been fixed on the drill and trailer and that he thinks all is working great now. OTHER BUSINESS: The next Sanpete CD meeting is scheduled to be held on Monday, July 17, 2023. Bruce Christensen motioned to adjourn the meeting. Meeting adjourned at 12:30 pm.
