- Notice of CDBG Comprehensive Annual Performance Report (CAPER) City of Orem, Utah 2022-2023 The City of Orem, Utah annually receives Community Development Block Grant (CDBG) funding from the Department of Housing and Urban Development. The City received $641,951.00 in new entitlement funds for the fiscal year that began July 1, 2022 and ended June 30, 2023. Additional funding was also received through program income in the amount of $8,173.58. The City Manager's Office produced a performance report, as required by HUD. This Comprehensive Annual Performance Report (CAPER) is available for review and comment from September 20, 2023 through October 5, 2023 online at orem.org/cdbg. Comments must be received in writing, either in person or by email to kjmathews@orem.org. Comments will be accepted until 5 p.m. on October 5, 2023.
