Heber City Corporation
NOTICE OF PUBLIC HEARING
Planning Commission
NOTICE IS HEREBY GIVEN that on the 26th of September, at the hour of 6:00 p.m. of said day in the Council Chambers of Heber City, 75 North Main Street Heber City, Utah the Planning Commission will hold and conduct a Public Hearing to consider:
Public Hearing for proposed Park Design Standards
Proposal:
Heber City is set on establishing a world-class parks, trails, and open space system. As an emerging recreational destination and a rapidly growing community, ensuring that all parks in the city reflect an acceptable standard is a critical step for achieving this goal. The Heber City Park Standards establish a coordinated and comprehensive park design and development framework for existing and future parks in order to meet the needs and expectations of the city and its current and future residents.
Main discussion items include:
- The desire for the guide to be easy to understand with clear distinctions between 'rules' and 'guidelines' e.g. fixed vs. flexible.
- Needs and requirements for park irritation, planting, amenities, signage, and fencing standards
Key takeaways are summarized as follows:
- Fixed Standards
- Flexible Standards
- 1-Areas of Agreement
- 2-Areas of Difference
- 3-Neutral Areas
A draft of the Park Standards Manual and accompanying standard drawings and specifications were presented to the POST committee on August 14, 2023. The committee was generally happy with the guide and most comments pertained to the minimum standards/ point system. Since meeting with the committee, staff have continued to refine the guidebook's language and layout and integrate feedback from the POST committee.
If the Public is unable to attend, the Public Hearing comments can be emailed to PCPublic@heberut.gov All comments will be read aloud during the open comment portion of the Public Hearing and will be included as part of the permanent public records for this meeting.
