Agenda Item #2 Public Comment Period Chaden VanWagoner has had issues with his storm drain since 2017. The ditch overflows and has caused damage to his yard, the interior and exterior has also experienced damage due to this. Mr. VanWagoner has called every year and nothing has been done. Mayor Timothy believes there is an issue with the railroad. Mayor Timothy also claims that if things don't get figured out, the city can get the firetruck out and flush the clog. Mr. VanWagoner says the city claims the responsibility where the issue is at belongs to UDOT and UDOT claims it is the city's. Mr. VanWagoner has expressed frustration of coming to the city every year and nothing being done. He claims that he spoke with the city last year and it seemed promising, but nothing has been done. The damage to his property has been devasting to him. Mayor Timothy is having June Rich reach out to UDOT to see what steps need to be taken to get this figured out for Mr. VanWagoner. Agenda Item #3 Proclamation - A PROCLAMATION BY THE MAYOR AND CITY COUNCIL OF WELLINGTON CITY PROCLAIMING SEPTEMBER 2023 TO BE SUICIDE PREVENTION AND AWARENESS MONTH Motion: Councilmember Perea made a motion to have September 2023 be Suicide Awareness Month in Wellington City. Councilmember Nelson seconded the motion; followed by Councilmember Wells, Councilmember Clark and Councilmember Zauss. Agenda Item #4 ORDINANCE 2023-01 - AN ORDINANCE AMENDING TITLE 8 - REGULATION OF CEMETERY AND BURIALS, CHAPTER 2-5-004 Motion: Councilmember Zauss made a motion to pass Ordinance 2023-01. Councilmember Wells seconded the motion; followed by Councilmember Nelson, Councilmember Clark and Councilmember Perea. Agenda Item #5 Councilmember Zauss - Moving Air and Heat for Police and City Offices Councilmember Zauss is wondering if we can move the police department instead of replacing the roof. Councilmember Nelson suggests getting tar and doing a patch job to save money. He also mentions it is just a band aid that can at least get us through the winter. Another option would be to remove and patch the swamp cooler and put in a mini split to get air flowing through the city offices as well. Chief Kosmack would like a contractor to build offices if the police department moves. Councilmember Zauss will get a bid on the mini splits and check the roof and will follow up next council meeting. Motion: Agenda Item #6 City Consultant Motion: Councilmember Clark made a motion to retain Barbara Clendennen as a new Wellington City Consultant. Councilmember Zauss seconded the motion; followed by Councilmember Wells, Councilmember Nelson and Councilmember Perea. Agenda Item #7 Unfinished Business Councilmember Perea wants to wait to see for COLA per each officer and include overtime before agreeing to raise wages. Nicole has been working with Councilmember Perea on the pre-disaster plan and is passing along contact information. Ordinances are still needing to be updated - waiting for Chief Kosmack and Shelly McKinnon to bring over their updated ordinances to proceed. Nicole is going to look into phone plans to see what the best option is for the work phones. Motion: Adjourn Motion: Councilmember Clark made a motion to close this session of the City Council.
