5. Report of Officers
a. Phil Whatcott - Water/Fire Department
New batteries need to be purchased for backup power on the sirens, in the case of a power outage. Town will pay half of the $720.00 and the fire department will pay the other half.
There is no ban in place on fireworks this year per Millard County decision.
Water- Rod and Danny flushed some of the town fire hydrants, some were found to be plugged or not draining properly. Two hydrants need to be replaced, Ted Bennets, Woodhill as they are leaking.
The valves in town need to be exercised and cleaned out so water can be shut off quickly in an emergency. Some have been lost due to being covered over with dirt or road paving. Rod has been working on uncovering them and getting them in working order. K. Gillins from Sunrise had helped the town put all the valves in a GIS system, or at least the ones that could be located. As Rod uncovers the valves, he is adding their location to the GIS system. At the fire conference they had a tool that helped in the exercising of the valves. Phil Whatcott feels this will aid in maintain the valves in working order. Mayor asked Phil to look into renting the tool instead of buying one.
Kevin Cox had an unknown leak on his property. Council approved to have him pay 1/3 of the total cost.
The tanks are running at 235 but we still need to be mindful of our water usage. We have had a cooler than normal June but forecast is for temperature to rise in July.
A small increase is needed to the water rates, due to the increase of costs and inflation. A discussion was had on the need for a better tier system for those that use more water.
Water rates and usage have not increased as of June 2023, from the increase last year 2022.
b. David Wood - Electric
The fuse had gone out in the speed sign at the North end of town, Dixie power has replaced the fuse and the sign is working again.
APPA Conference- Holden Town is not alone in our concern about the power rates, unfortunately there is no relief in sight. Government is putting restrictions on carbon power plants. We are not, as yet, receiving any power from the hydro plants or Hunter power plant.
UAMPS has been a great benefit in forecasting power rates to get us as low a power cost as possible.
Net Metering- Holden Town has not put policies in place yet, we haven't gathered enough information or researched net metering to feel comfortable putting a policy in place. Town will continue to work toward putting a policy in place.
c. Jim Blodgett- Roads
*Pay paving company- Transfer funds from B&C road funds from the state.
Utah Asphalt will return in the fall to finish the South West end of town. They ran out of materials.
*County garbage fees- The County wants all businesses including home businesses to pay the class 1 rate of 14.50. We have eight businesses they want us to charge the class 1 rate. These businesses are home based and don't generate extra trash. Mayor Fox will call and talk to the county about the classifications.
d. Josalyn Stevens- Parks, Recreation and CERT
The park is ready for the 24th of July celebrations.
e. Mayor Darren Fox
Received a proposal from the Utah correctional industries. They have a service available for the precision scanning of documents. The cost is $7.00 an hour. Documents would be scanned and put on hard drives and then the documents would be returned to the town. Ex. 5000 images to a PDF the cost would be $750.00. Letting the council know that this is a service available to the town.
Town is still without a clerk, Alissa Wood has put in an application. Mayor will contact her to see if she is still interested.

A draft agreement has been given to Jeff Dobson for the well site on his property. He is looking it over, no agreement has been made yet.
The water project is on hold until we secure a well site. The design for the tank and lines that go with it is continuing, as well as researching where the new tank will be placed.
7. Thane Hillestad wanted a report on solar and net metering. How long before a policy is put in place. There are years of data available from other towns why hasn't Holden gotten a policy in place yet?
Town- It is taking time to do the research necessary for the policy so that no one is injured and the town is kept safe. The policy needs to be written and reviewed by an attorney. As we don't have a paid administrators, council members are volunteers with jobs, it will take time to get a policy in place.
Town Logo Proposal- Thane would like to paint the town logo on the old town hall, now the shop, west side of the North wall. They would prep the wall surface by power washing and then painting it all white and fix the crack in the wall. Then the town logo would be painted on. The cost to the town would be $384.00 for 10 gal of exterior paint, $325.00 for 8 1 gal each paint, $25.00 for brushes, totaling $734.00. Labor would be done by volunteers.
