7. Report of Officers
a. Phil Whatcott - Water/Fire Department
*Not in attendance, water was discussed by Mayor Fox
Willow stick expanded the search, a promising new location was located at the edge of Jeff Dobsons property. Mr. Dobson has some concerns and asked for time to discuss it with his attorney.
Water change application has been submitted, just waiting on confirmation that is has gone through.
Sunrise Engineering would like to meet with the water board to bring everyone up to speed on the water project.
b. David Wood - Electric
*Power bill is still high but has dropped a little. With the raise in price to town citizens we are able to not be in the red but not by much. Looking toward the future still looks like higher than normal (what we are used to) power costs.
*IPP power project is moving along quickly. It looks as though they won't be using our landfill area as their staging area, even though they have paid to use it.
*The past power amendment is in need of updating. $25.00 Late fee, if not paid by mid-month a $20.00 fee added, with another $25.00 added if not paid by end of month due date.
-- What are the town rights to disconnect power if bill is not paid?
c. Jim Blodgett- Roads
The chip sealing of the post office and fire department has been delayed due to weather.
Spring Clean up will be held the last week of April (24th-29th) A notice will be placed in the post office.
Expressed concern as to who is in charge of the irrigation ditches and who incurs the cost of cleaning them out.
Town will help out when necessary, but the irrigation company maintains the ditches.
d. Josalyn Stevens- Parks, Recreation and CERT
Easter egg hunt was a done in a snowstorm but the turnout was good.
** We need to get a phone tree put in place for emergency situations, so the word can be gotten out quickly.
e. Mayor Darren Fox
* Reported on the water project in Phils absence.
8. New Business
**Patty Carter from Millard High School was in attendance with Mary Stephenson. Mary would like to attend Girls State with American Leaders Association, held in Logan Utah in June. Would the town be willing to donate some of the $400 dollar fee. Town will donate $250.00.
Mayor fox motioned to accept the Donation Josalyn Stevens Seconded.
** Thayne Hillestad brought a proposal and information to the council regarding solar power. As power costs are increasing, he would like to put in solar power on his house.
David Wood has asked other town about their solar policies and has begun to get information together to put a Holden town solar policy in place.
Other towns have a grid connection fee, net metering, what the town will pay or not pay, connection fee, meter fee.
**Wade Butterfield wondered when a water project meeting will be held for the town residents. Has any new information been obtained?
Answer: We are still in the early stages, and nothing has been decided yet as we don't have a definite location for the well.
** Clara Stevens -What are the plans for water rates this summer? A possible small price increase but gallon usage should not change, nothing is in place yet. A tiered system is a possibility. Set plan in place at May Town council meeting.
**Cindy Tracy-Questions about the dog ordinance in town. Town says that there is no money for a dog officer, if we didn't do the water project wouldn't there be money. Isn't the town liable if a dog hurts a citizen because the ordinance isn't being inforced.
*Chuck Tracy wondered what happened to the kennels up by the water tanks that use to house stray dogs.
Answer- because of PITA laws and their requirements that town had to do away with them and housing stray dogs. Gets too expensive to catch dogs and then have to haul and pay to take them to the dog pound in Sevier County.
**Gene Brinkerhoff- ? Did we get the grant money?
Answer: We have not received the funding as of yet. The town must first spend our agreed upon amount (150 thousand) before the funding is released to the town. We will receive one million from USRDA. USRDA may come next month to check on the progress the town is making on the water project.
