SOUTH DAVIS WATER DISTRICT BOARD MEETING WEDNESDAY, SEPTEMBER 13TH, 2023 4:30 P.M. NOTICE IS HEREBY GIVEN that the South Davis Water District will hold its regular Board Meeting at the District Office located at 407 W. 3100 S., Bountiful, Utah, at the time given above. The Public is invited to attend this meeting. The South Davis Water District does not discriminate based on race, color, national origin, sex, religion, age or disability in employment or the provision of services. If you are disabled and need assistance in understanding or participating in the meeting, please notify the District at least two days in advance of the meeting and we will try to provide the required assistance. The person to contact for assistance is Tracie James at 801-295-4468. This meeting may be held as an electronic meeting with one or more Trustees participating via speaker telephone. The anchor location will be the regular meeting place of the Board of Trustees of the South Davis Water District located at 407 West 3100 South, Bountiful, Utah. If you are not on the agenda, the Board of Trustees will not be able to discuss your item of business until another meeting. For most items it is desirable for the Board of Trustees to be informed of background information prior to consideration at a Board Meeting. If you wish to have an item placed on the agenda, contact the District Manager at 801-295-4468. AGENDA 1. Call To Order - Welcome to all those present 2. Consider a motion to approve the minutes of the previous meeting that was held on August 9th, 2023. 3. Consider a motion to approve the August 2023 expenses as shown on the expense report. 4. Update on the results of the primary election for the open position on the District Board of Trustees. 5. Consider allowing one of our water operator's wives to be the District's part-time meter reader. 6. Consider a preliminary look into providing untreated spring water to the community via Enoch Spring. a. How much would it cost? b. Is the street too narrow? Winter conditions could be dangerous on that steep road? c. Drainage? It would probably have to be piped to North Canyon Creek. 7. Manager's Report a. Update on the progress of secondary metering. i. Where is the District on material cost thus far? If the District becomes exempt, should it pay the material invoices, and try to sell it off to another entity, or pay the restocking fees and have it sent back? ii. Will the District be exempted by a State mandated Ground Water Management Plan in approximately 5 years? What is the probability of this happening at this point? iii. Discuss efforts in amending SB 251 to give the State Engineer authority to exempt areas experiencing ground water crisis from secondary metering. The District needs to setup a meeting with representatives Weiler and Ward. iv. Secondary meter installation contract with 3XL. Would the District be able to back out? v. High user secondary meter installation project update. vi. Should the District order 1,500 meters just in case, by chance, the State does not impose the Ground Water Management Plan? b. Report on construction and maintenance projects not related to secondary metering. i. When will the next CDBG grant become available, and when would it begin funding? ii. GIS Specialists iii. PRV Maintenance Contract with Cla-Val. iv. Val Vista and Enoch Spring Treatment building roof replacements. v. Val Vista #1 well rehab update. vi. Conference room construction update. c. District cash flow update. d. PFAS lawsuit update. e. Report on current water outlook in the Weber Basin drainage. f. Report on District secondary usage and remaining supply. 8. Closed Session: a. Motion to adjourn to closed session, if necessary, for reasons permitted under UCA 52-4-205. 9. Adjournment
