Mammoth Creek Special Service Fire District DBA - Mammoth Creek Volunteer Fire District (MCVFD) Agenda for Sunday September 3, 2023- 9 AM MST at the Fire Station. Call to Order: 9:12 AM Paul Martino called the meeting to order. Present: Paul Martino, Richard West, Dale Askew, Pam Borgos, Clayton Carr, Richard West Others Present: Chief Ensor, Review Last Meetings Minutes: Dale Askew researched the firefighter coverage and believes MC fire department needs to have employees to receive benefits. He will verify this. Paul Martino received an email from the state auditors commending the board for being prompt with our forms and meetings. After reviewing the minutes from our previous meeting, Clay Carr moved for approval with a second from Richard West. Motion passed. Financial Reports: Dale Askew reviewed the the Interim Financial Report and Comparison With Budget for the period ended September 3, 2023. Clay Carr moved for approval of the reports as presented with a second from Richard West. Motion Passed. The Board approved this year's previously approved budget as next years tentative budget. Clay Carr moved for approval with a second from Richard West. Motion Passed. A public hearing will be held at the next Fire Board Meeting now scheduled for Saturday October 28, 2023 9AM at the Fire Station on the tentative budget. Expenditure Request: Pursuant to the Boards' Purchasing Policy all individual expenditures $5,000 and above must be individually approved by the Board in a public meeting. Richard West moved for approval with a second from Clay Carr for purchase of the Can Am Defender at $33,561 plus $7,439 for necessary add-ons for the Defender, and finally Metal Siding for $10,000 for the fire station. Adopting Final Tax Rates and Budgets as requested by the Utah State Tax Commission-Property Tax Division for the year 2023. The Board passed a Resolution approving tax revenue of $42,293 to be generated from a tax rate of 0.000657 for 2023.Clay Carr moved for approval with a second from Richard West. Motion Passed. Utah Association of Special Districts (UASD) Board of Representatives Member Appointments. Dale Askew was approved as a Member and Paul Martino was appointed as an Alternate Member. Clay Carr moved for approval with a second from Dick West. Appointments passed. Chief Ensor Concerns: Budget request as submitted by the Fire Chief -Can Am Defender (Medical Response Rig) bid. $33,561. Additional money for lights, etc., $7,439. -The MC fire board will ask the Mammoth Creek HOA for assistance (reimbursement) of approx. $15,000 in purchasing the slide in, tracks, etc., for the Can AM. -The station building needs siding cost estimate at $10,000 or less . In addition, MC fire department will request assistance from the MC HOA in purchasing a new Fast Response Vehicle in 2025 -Tracks and Slide In will be put into the budget at our October meeting. Need new AED's because the old ones are not longer supported. - The station needs a new ice machine. We want to find a donated machine. Board 2023 Meeting Schedule: Saturday October 28, 2023 9AM at the Fire Station. The Board will conduct a public hearing on next year's budget at this meeting. Adjourn: 10:43AM
