MAYOR UPDATES:
The council scheduled the canvas meeting for September 14, 2023 @ 7:00 to go over the results of the Primary Election vote.
The mayor wanted to verify who would run the Board of Appeal. Doug said they had someone at one time but it was over three years ago so he will research it and get back to him.
Zac Kearney has been working with Jared, Nikole, and Haley filling out some grants to help the town. One grant was through the Health Department for new playground equipment, picnic tables, and sidewalks. Steve will lay the concrete. Jared made a contract to pay Zac for $200 (2% of award) if the town received the grant. The mayor would like to continue with an ongoing agreement to use Zac and have him look for these grants. Marty made a motion to continue having Zac look and apply for these grants, and to contract him for 2% of the awarded amounts for his payment.
PLANNING COMMISSION:
The B&B Short Term Rental was sent to the attorney. He suggested that we should state occupancy shall not exceed 2 occupants per bedroom. The council was unsure if that had been changed. They will table it until the next meeting. The lawyer did have a lot of suggestions for the fence ordinance. The PC is still working on that.
The PC did approve a 60x60 building for Chad Cook.
Donavan Allen wanted to put a billboard on a piece of property he was going to purchase from Ken Alder. He cannot put it on the property because it is within 500 ft of the on ramp.
WATER: Mike said things are going good with the spring update. There is an exposed spring right now, but they are starting to put it back together. There were a lot of roots down in it. The membrane on the top was not bad. They test it regularly and get a test back that is positive for chloroform. Then they put chlorine in it and they get a negative test back. They've talked about different solutions, but are not sure on which one yet. One solution is what Central did. They have a stand pipe by the spring that they can add chlorine in. They feel the problem is all of the roots from the trees.
The town is still working on the springs so Mike had to apply for a proof on the springs. It will extend the proof for 14 years.
The Parkers wanted A&D Jensen to go through the lower gate to fix the Needle Springs, so heavy trucks were going over Cold Springs.
Kent Christensen had concerns that the big trucks were crushing the pipe. Jared wondered if heavy plates needed to be laid down to drive over it. Mike and Steve didn't see any concerns.
ROAD:
Kacie Reed would like the town to upgrade 400 N up to her house so that the mail lady would drop off her mail at her house. The postal service said even if the road is upgraded, that is no guarantee they will drop off her mail. Jared told her that the town didn't have funds to upgrade the road, but feels that it is between her and the postal service. He also feels like an easement needs to be signed with Ken Alder especially if he is going to continue to sell land up there. Doug said the road is almost grandfathered in because the water protection plan is on that land and also it is on the emergency service map. Permission to use the road was given to both owners of the houses, by Kens uncle before it was Kens property. use the. Nothing was decided.
WATER:
Hydro specialties came with a bid for the best use for the block of money the town had allocated for the new meters. 10 registers and 10 endpoints come with the starter kit with no fees for the trial period of 4 months. If we keep our Itron registers, the endpoint the town would need would be more expensive.
Jared made a motion to go ahead with the starter kit with new digital meters, registers, and endpoints. Then put $25,000 towards the rest and see where that gets us. Doug seconded the motion. All were in favor.
Marty motioned to adjourn the meeting Doug seconded the motion.
