1. Approval of Minutes: May 2, 2023- Don motioned to approve the minutes, seconded by Terri. Approved.
2.. Discuss Reports of the Following:
a. BLM Summerville wash project went well. The trails crew has completed 50 miles of work on
BLM already in 2023. BLM has been dealing with water/river use more than usually. They have
made a big effort to have a higher presence in those areas right now. They have sent employees
down each river. Last week they hauled out three wrecked boats/rafts out of the Muddy last week.
The San Rafael campground could possibly flood, they assume it will get worse as the other
reservoirs start spilling. There are some closed signs. The Wasatch Wilderness Club did a volunteer
project on the Muddy Creek that went really well. It was a good project and working partnership with
Goblin Valley State Park. Bison fence needs to be removed on Last Chance Benches in accordance
with the original five year scope. A new analisis is being done due to the new wilderness destination.
Further discussion and questions about plans moving forward. The Wedge is still facing some issues,
people aren't staying/driving where they hoped. Planning to increase signage to hopefully get people
to the Good Water Rim West Trailhead. Cactus surveys found cactus in most locations, BLM will be
working on campground design and plans. Discussion about possible options at the Wedge. Little
Cedar Mountain is still progressing. They conducted another on-site with ranchers and worked on
some issues. Hoping to have an EA ready for public comment in July. Focus group meetings are to
help gain public input/listen sessions to gather information on the recreation area designated through
the Dingle Act to help move forward with the planning. This is one of several opportunities for locals
to have their voice heard. Deferred maintenance money is coming into the BLM Price Field Office,
one big project is at Price Recreation area in Carbon County, but next year the campgrounds in Emery
County will be the focus of that money. Possibly working on Temple Mountain campground this fall.
Campground/fee update things are going really well, campgrounds are being used and compliance on
fees is going well. Robin added that Swasey's is looking and feeling much better. Les added that we
need to keep the trail system around Temple Mountain and other high use areas well maintained.
Staffing updates, they were able to fill the supervisory park ranger position and the SRP specialist.
They also have an intern right now working on mapping. Hoping to create a well thought out map for
the San Rafael Desert to show the new numbering systems. BLM is working with Jim to work on the
County trails map. Terri made suggestions about colors and wilderness boundaries on the map.
Discussion about helping people learn to use Avenza. Questions about wilderness boundaries
discrepancies. Wilderness boundaries and finalizing those are back on the table and the local BLM is
working with the State Office to try and get those done. They are working on focused areas as they
go forward to try and get these taken care of. Rock walk trail is complete and well maintained at
Jurassic National Monument, and the crew will be back to work in the fall. Introduced Dan and
shared his background. Dan is the acting field manager at the BLM Price Field Office.
b. Forest Service- Motorized trails work up the Muddy went really well. Les and Les worked out
there for a few days and then Josh spent a few days finishing it up. Forest is starting the single track
trails project next week, they are bringing in a Sutter300 to work on these trails. Jim and the trails
crew will be helping with this. Discussion of plans/equipment needed and schedules. Tom's trail is
wrapping up this week, a five person crew has been working on that trail for six days. This is a
hiking/horseback trail. Concerns about this trail becoming motorized, that is not the plan/a concern.
Discussion about cattle trails. You could get cows up Tom's Trail right now, it has taken a lot of
work. Seven full days (10-12 hours) with the hand crew). Discussion/concerns about maintenance
and the lack of resources and who is responsible. This is a great discussion and we should continue
thinking about it. Resources we could utilize includes Grants and State of Utah Trails Crews. Terri
shared information from the Trails conference and trail maintenance. Campground update, working
on scan and pay. Campgrounds are being logged out and hazardous trees are being removed.
Discussion about Skyline HFRA open house tomorrow night at 6 PM. Questions about timber
projects/schedules. Myron was unsure. Candland Trailhead is still on the agenda, planned for the end
of June.
c. State Parks Welcome Brad Walker new manager of Scofield, Huntington and Millsite. Expressed
his interest in being involved in trails and his excitement for the area. Shared his background with
State Park and trails. Shared information about Americor crews and suggested it as a resource for our
area. Millsite is spilling. Discussion about expanding Millsite onto BLM land, currently not being
talked about/worked on. Discussion about golf course. Les invited Brad to go out with the trails
crew.
d. Committee Members -
Les- Chimney Rock, White Dugway culverts and Muddy Creek. Les stressed that we need to
stay ahead of things and continue maintenance.
e. Commission - The Commission is just trying to keep up. They have received a call about White
Dugway.
f. Travel Bureau and Public Lands - The Swell Trails Grant was awarded to the Backcountry
Horsemen and Epicenter. Jim, Terri, Robin and AnnDee went to Trials Forum and felt it was a great
opportunity. Terri suggested that we send people yearly. Large take away was building it for your
community and gaining support from the community.
