Councilmember Grover moved to approve the consent agenda and approve the minutes from the July 25, 2023 Council meeting. Councilmember Bowers seconded the motion. Mayor Monson repeated the motion and asked for discussion. Hearing none, he called for a vote.

Mayor Report
'Things are busy.'
Council Reports
Council member Bowers inquired if there were applications for the open positions. Mayor Monson reported that there were some applications and that they would talk more about staffing in closed session.
City Manager Report
Finance Report - James Francom
Mr. Francom advised the council of the normal check register and to look it over and see if there are questions.
Councilmember Grover inquired of a chunk of money that was used for chemicals for the pool, he stated that last month $7,000 was used for chemicals also, Mayor Monson reminded them that the chemicals were actually for the treatment plant, not the pool.
Councilmember Bowers inquired about the fire suppression system at the wellness center, and commented that a large amount has been paid to Tri-Hurst.
Public Works Status Report
Water Report -
The council discussed the water levels. Hoping for more from mother nature.
Police Report - Chief Bradford
Chief Bradford reported on the testing of the city cop applicants. He said they have made a tentative offer to one of the applicants. The next available time for him to go to the academy will be in November.
There will be only one city cop on shift until the new guy is certified.
Officer Palmer will start as SOR when school starts on the 16th.
Councilmember Grover asked how the court is going with the new judge. Chief Bradford reported that Judge Laws has put out a lot of standing orders with how he wants things to run. He is getting familiar with the flow of things. Chief Bradford is pleased with Judge Laws.
Recreation Report - David Palmer
David Palmer reported on the current grant situation. The next step is an environmental review, which he is almost done with. After that they will start involving contractors and whatnot. Councilmember Grover asked why we have to do an environmental review for a shade structure. Other members commented that it is a requirement for the grant.
He also reported on the new suppression system that has been put in. It has gone through a pressurized test and it passed. He is pleased with the work that has been done by Tri-Hurst. Council was happy with the report.
Labor day will be the last day the pool is open.
City rec soccer has started tonight.

Resolution 08-08-2023-01 - Appointment of new UAMPS representative , Mayor Monson
Mayor Monson explained that Terry Ekker has been the UAMPS rep for several years, Mayor Monson was his back up. And now with Terry gone, Mayor Monson said he is happy to fill that role until someone else can be appointed.
Councilmember Grover asked if Mayor Monson had time for it, to which he replied that there is a board meeting next week in Wyoming and he has arranged his schedule to be there for that.
Mayor Monson explained that different cities do things differently. Some cities like to have the elected official as the board member and the non-elected official as the alternate. But either way, it needs to be passed by resolution so that traveling expenses will be covered.
Councilmember Bowers moved to approve Resolution 08-08-2023-01 - Appointing the UAMPS representative for the city of Blanding as Logan Monson. Councilmember Nielson seconded the motion. Mayor Monson repeated the motion and asked for discussion. Hearing none, he called for a vote.

Resolution 08-08-2023-02 - Revision of the employee leave policy, James Francom
James explained to the council that he is seeking approval of the changes that have been made in the policy. James then goes on to explain the changes to the council.
There was a group discussion on time, employees, hours, PTO, sick leave, time off.
James explained that the change will encourage employees to take time off throughout the year and not have everyone all taking time off at the end of the year.
Councilmember Bowers pointed out one of the numbers in the policy needed to be corrected.
There was a discussion on pay out for vacation time vs. sick leave. And if employees give proper notice or not and how that may or may not affect pay out.
James pointed out some mistakes that are in the current policy that need to be corrected.
Councilmember Bowers moved to approve Resolution 08-08-2023-02 - Revision of the employee leave policy. Councilmember Nielson seconded the motion. Mayor Monson repeated the motion and asked for discussion. Hearing none, he called for a vote.
