- Redevelopment Agency of the City of South Jordan NOTICE OF COMBINED PLAN & BUDGET HEARING SOUTHWEST QUADRANT URBAN CENTER COMMUNITY REINVESTMENT PROJECT AREA FOR AMENDED PROJECT AREA PLAN AND AMENDED PROJECT AREA BUDGET Pursuant to UTAH CODE ANN. §§ 17C-1-805, 806, 808, 809 & §§ 17C-5-104, 112, 306, the Redevelopment Agency of the City of South Jordan (the 'Agency') hereby provides notice of a combined public hearing (the 'Hearing') to allow comment on the proposed amendment to the Project Area Plan (the 'Draft Amended Plan') and the proposed amendment to the Project Area Budget (the 'Draft Amended Budget') for the Southwest Quadrant Urban Center Community Reinvestment Project Area (the 'Project Area'). A boundary description and map of the Project Area are attached as Exhibit A and Exhibit B respectively. Originally, the Project Area Plan and Project Area Budget were adopted on April 19, 2022. The proposed Draft Amended Plan and proposed Draft Amended Budget provide for the Agency to receive 'Tax Increment', defined in Utah Code Ann. § 17C-1-102(61), if one or more 'Taxing Entity' defined in Utah Code Ann. § 17C-1-102(62), agree to share property tax revenue under an interlocal agreement allowing property tax revenue resulting from an increase in valuation of real and personal property within the Project Area, excluding the portion of the Project Area which is now within the recently created South Station Housing and Transit Reinvestment Zone, ('South Station HTRZ'), to be paid to the Agency for Project Area development rather than to the Taxing Entity to which the tax revenue would otherwise have been paid. The legal description and map of the South Station HTRZ are attached as Exhibit C and Exhibit B respectively. Similarly, tax revenue from the 36.913-acre portion of the South Station Community Development Project Area ('South Station CDA'), that lies within the boundaries of the Project Area, will not be paid under the Amended Plan and Amended Budget, until after no further tax revenues are being paid to the South Station CDA, which is expected to be in 2030. The boundary description of the South Station CDA is attached as Exhibit D. A map of the South Station CDA is on Exhibit B. Purpose, Date & Time of Hearing The purpose of the Hearing will be to allow public comment on the proposed Draft Amended Plan and/or proposed Draft Amended Budget and whether the proposed Draft Amended Plan and/or proposed raft Amended Budget should each be revised, approved, or rejected; and receive all written and hear all oral objections to the proposed Draft Amended Plan and/or the proposed Draft Amended Budget. HEARING DATE: Tuesday, September 19, 2023 HEARING TIME: 6:30 pm, prevailing local time HEARNG PLACE: City Council Chambers South Jordan City Hall 1600 W. Towne Center Drive South Jordan, Utah Budget Hearing Statement, Utah Code Ann. § 17C-1-809 Under the proposed Amended Project Area Budget, The City of South Jordan Redevelopment Agency has requested $28,564,539 in property tax revenues that will be generated by development within the Southwest Quadrant Urban Center Community Reinvestment Project Area, to fund a portion of Project costs within the Southwest Quadrant Urban Center Community Reinvestment Project Area. These property tax revenues will be used for the following: Roads, Infrastructure, Incentives, and Utilities: $22,851,631. Affordable Housing: $2,856,453, Administration: $1,428,227., Maintenance: $1,428,227. These property taxes will be taxes levied by the City of South Jordan a governmental entity, and, assuming current tax rates, the taxes paid to the Agency for this Project Area from Taxing Entity, City of South Jordan. All of the property taxes to be paid to the Agency for the development in the Southwest Quadrant Urban Center Community Reinvestment Project Area are taxes that will be generated only if the Southwest Quadrant Urban Center Community Reinvestment Project Area is developed. All concerned citizens are invited to attend the Amended Project Area Budget Hearing scheduled for Tuesday, September 19, 2023, at 6:30pm, prevailing time, at the City Council Chambers, South Jordan City Hall, 1600 W. Towne Center Drive, South Jordan, Utah. A copy of the Amended Project Area Budget is available at the offices of the City of South Jordan Redevelopment Agency, South Jordan City Hall, 1600 W. Towne Center Drive, South Jordan, Utah. Comment on Draft Project Area Plan & Draft Project Area Budget Invited The recipient of this Notice, all property owners within the Project Area, Taxing Entities with the authority to levy a tax within the Project Area, or any interested party or concerned citizen are invited to attend the Hearing and/or submit to the Agency, prior to the date of the Hearing, written comments concerning the Draft Amended Plan and/or Budget. Additionally, electronic, printable, versions of these four documents are all available on the Website of South Jordan City: https://www.sjc.utah.gov/ and the Utah Public Notice Website: https://www.utah.gov/pmn/. Right to Contest & Object Any person objecting to the proposed Draft Amended Plan and/or proposed Draft Amended Budget or contesting the regularity of any of the proceedings to adopt the proposed Draft Amended Plan and/or proposed Draft Amended Budget, may appear before the Agency's Board at the Hearing to show cause why the proposed Draft Amended Plan and/or proposed Draft Amended Budget should not be adopted by the Agency Board. Effect of Proposed Amended Plan & Proposed Amended Budget If adopted, the proposed Draft Amended Plan and proposed Draft Amended Budget will result in a reduction of Tax Increment collected within the Project Area by the Agency, under the Southwest Quadrant Urban Center Community Reinvestment Project Area Plan, by eliminating the collection of Tax Increment generated within the South Station HTRZ.
