D. Discuss Possible Changes to Habitable Accessory Structures as Set Forth in the
Oak City Town Code Concerning Lot Size and Conditional Uses. The Mayor reported that the Town Council really liked Dylan's recommendations on this but have been concerned about having enough room for a second leach field on a .4 acre lot so maybe needs to be at least a one-acre lot or the new structure's water would need to hook onto the original dwelling. Could require a conditional use permit. The Mayor stated that there was a 180 day moratorium on accessory structures right now so not in a hurry to look into this. Some issues can be taken care of through the building permit process also. Norman Olson thought the County might already address lot size issues. The Mayor will check with Adam Britt, Millard County, to see what is included when a building permit is signed off. If it includes septic tank requirements or lot sizes. The Mayor will e-mail this information to the Planning and Zoning Members. Karen read the Minutes of the June 15, 2023 Town Board Meeting on Habitable Accessory Structures so the Commission would know what the Council's concerns were. Dave recommended waiting to decide if any changes were needed after finding what Adam Britt says. Will discuss this again at the August Planning and Zoning Meeting.
