Sheri started the meeting. Sheri motioned to accept the minutes from November. Linda seconded the motion and it passed.
Mike Hansen with Rural Community Consultants joined in the meeting via Zoom. Mike and his group are working with Blanding to update the general plan. It's the vision of what the community is going to be, not a lot of regulatory authority. They will also help write land use codes and also with updating the mapping. Mike said that they will definitely need the commission's help with their knowledge to make sure the plan really reflects where they want the city to go in the future. Mike advised that there is a website called Blandingplan.org. The website has announcements, a draft of the plan, surveys. Community members can access the website and write comments. The process should be open and in collaboration with the community. Mike says he has a great team working on the plan, they want to be efficient and not drag it out longer than necessary. Mike talked about some of the survey results and what some of the community members said they would like to see and some things they don't want to happen. Mike said that Blanding is in a good position and it's obvious that a lot of thought has been put into previous planning.
The planning commission looked at and discussed the survey results that are found on the Blandingplan.org website.
Bret advised the commission that the Monty Perkins lot on Continental had always been one lot. Since the lot already exists in a subdivision, instead of moving ahead as a minor subdivision, it'll be a minor subdivision amendment to an existing subdivision. The lot is plenty big enough to divide it into two lots. The commission will follow through with the basic minor subdivision process in the next month or two.
Ted brought up the issue of a few households sewer lines in his neighborhood have been affected by the sewer lines at the college. And he wondered if there is a plan to run the sewer lines south so that the lines don't have to be on a pumping system. Bret advised that there are two lift stations and in the past the lift pumps had been run at the same time and the sewer lines were overcharged and caused flooding in some houses near the college. Bret advised about the main sewer lines in town and the long term plans. Bret also talked briefly about the new food bank building that is being built just south of Yaks.
Sheri moved to adjourn the meeting, seconded by Ted. Meeting adjourned.
