Child Daycare Center Amendments - Salt Lake City's Planning Division is updating the Zoning Ordinance regarding Child Daycare Center and Home Daycare regulations in order to reduce regulatory barriers for these businesses in the city and better align local requirements with State Code.
What is the purpose of these proposed text amendments?
Align with state code regulations for child daycare centers and home daycares.
Clarify and simplify definitions to better align with state definitions.
Simplify or eliminate development standards for these uses when necessary.

1515 - 1550 S 300 W Alley Vacation - Salt Lake City has received a request from Jonah Hornsby, representing the owner of the properties abutting two public alleys, requesting approval for an alley vacation, located to the west of 1515-1550 S 300 W, between Andrew and Van Buren Avenues, to vacate (or to give up public ownership of) the entirety of the two public alleys. If approved, the alleys would be divided and given to the property owners abutting the alley. In this case, all the abutting property is under the same ownership.

500 S and 400 E - Zoning Map Amendment - Zachary Jones of Cowboy Partners, on behalf of the property owners, is requesting a Zoning Map Amendment for the properties at approximately 357 E 500 S, 375 E 500 S, 464-466 S 400 E, and 460-462 S 400 E. The proposal is for a map amendment from RMU-45 to the TSA-UC-C zoning district. This zoning district allows for greater building height than permitted in the RMU-45 zoning district. The four properties are approximately 1.28 acres, or 55,750 sq. ft. Future development plans were not submitted with the application.

Gladiola Street Zoning Map Amendment - Salt Lake City has received a request from Tony Sieverts of Gladiola Street, LLC, the property owner, to rezone the property located at approximately 680 South Gladiola Street from M-2 Heavy Manufacturing District to M-1 Light Manufacturing District. The stated intent of the proposed rezoning is to enable uses that are typically allowed within the M-1 district, including light manufacturing, warehousing, and distribution.

Riverside Cottages Planned Development - 552 North 1500 West - Salt Lake City has received a Planned Development petition from Bert Holland of the AI Consult, who is representing the owners of the above-listed properties. This request is for approval of a single-family housing development that would include 17 new single-family lots. Through this process, the applicant is seeking modifications to zoning lot dimension standards, including requirements for new lots to have public street frontage. These new lots would be accessed from a private drive accessed from 1500 West. There are four existing houses that face 500 North. They would be renovated but remain in their current configuration. Density cannot be modified through this process and modifications to such are not part of this proposal (meaning the proposal would meet all density requirements for the above-listed zoning districts).
Lot Configuration
The proposal includes 17 new lots that would access 1500 West via a private street. The configuration of the lots facing 500 North would remain and the existing houses would be renovated. The only change to the character of the properties facing 500 North would be a new pedestrian pathway cutting through the center of the development to connect 500 North to 1500 West and Backman Elementary School.
House Design
The request includes house plans for 10 of the 17 new lots. The new houses would face the interior of the development with vehicle access at the rear from private alleys. As noted above, the existing houses facing 500 North would remain. No plans have been submitted for the remaining five lots, but any new buildings would need to meet all zoning requirements.

Yalecrest - Laird Heights Local Historic District - The Salt Lake City Planning Division is reviewing a request to create a new local historic district known as Yalecrest - Laird Heights. The proposed boundaries of the Yalecrest-Laird Heights Local Historic District are generally along both sides of Laird Avenue from 1300 East to 1500 East including all the homes on Laird Circle and Uintah Circle. Temporary Cell Tower on Fayette Ave - The petitioner, Todd Daoust of Crown Castle representing the property owner, Lake Limited, is seeking Conditional Use approval for a temporary wireless telecommunications facility at the above-stated address. All monopoles located within the D-2 district require Conditional Use approval when they exceed the maximum permitted height, which is 120 feet. The proposed facility would be a monopole approximately 124 feet tall at its highest point. The intent of this proposal is to keep cellular service uninterrupted during the time between the demolition of the existing building and monopole (where the antennas are currently located) and the completion of a new building that is proposed to be 100 feet at its tallest point. After construction of the proposed building, the antennas would be moved to roof mounted facilities on the roof of the new building and the temporary monopole removed from the property.

1546 S 300 W Apartments - Design Review & Planned Development - Salt Lake City has received a request from Divelept Design for Design Review and Planned Development approval to construct a new multi-family project consisting of 407 units on several properties located at approximately 1546 S 300 W. The development would provide 407 off-street parking stalls, and the first floor would include amenity space and a leasing office fronting 300 West. The structure is proposed to be approximately 81 feet in height. Existing structures will be removed and replaced with the new development. The property is in the CG (General Commercial) zoning district.
Design Review approval is required for the following reasons:

843 S Lake Street - Planned Development - Salt Lake City has received a Planned Development petition from Michael Colligan, the owner of 843 S Lake Street. The request is for approval of two new single-family homes. The existing home on site will be demolished. Through the Planned Development process, the applicant is proposing to subdivide the existing lot into two and modify the lot dimension standards within the SR-3 zoning district.
Planned Development approval is required for the north lot because it does not have the required 30 feet of public street frontage (18 feet is proposed). Additionally, because of the orientation of the home, a modification to the front yard setback (the setback from Lake Street) is requested. The south lot is also requesting a modification to the front yard setback from 13 feet to 10 feet.

Amendment Related to Gas Stations Located Near Water Sources and Sensitive Lands (Public Parks/Open Space) - Mayor Erin Mendenhall has initiated a petition to amend the zoning ordinance to propose minimum distances that any gas station can be from a river, stream, or other water body, a park, or open space area over a certain size and establish more stringent zoning standards for any gas station that is located in the secondary groundwater recharge area of the city.

Hardage Hospitality Rezone & General Plan Amendment - The purpose of the requested change to the zoning map is to allow for a higher density development on the south portion of the properties owned by Hardage Hospitality. Street Vacation - W 700 S - Salt Lake City is reviewing a petition submitted by the property owners of 717 S 5600 W to 'vacate' a portion of the street adjacent to their property to the north at W 700 S. Due to the lack of public use after the 5600 W Railroad crossing was completed by UDOT, the property owner would prefer to have this street be vacated. When a street or a portion of a street is vacated, it is no longer public property. In this case, the petitioner has requested to purchase this portion of the street right-of-way and include it in their property boundary.

Capitol Park Cottages Planned Development - Salt Lake City has received a Planned Development petition from Peter Gamvroulas, representing the property owner Ivory Development, LLC. This request is for the development of 21 new residential lots that would contain a mix of twin and single-family houses. Through this process, the applicant is requesting approval for a development that would require modifications to the regulations for new development within the SR-1 zoning district. Vehicular access for these new lots would be through an internal private roadway. Density cannot be modified through this process, and modifications to such are not part of this proposal (meaning the proposal would meet all density requirements for the above-listed zoning district).
Lot Configuration: The proposal includes 21 new lots with an internal roadway cutting through the middle. While vehicular access would be provided through the inner lane, the front of the new units would face a walking trail and open space that would loop the perimeter of the development. The lots and units have been clustered together into long, narrow lots to allow for greater open space. To accommodate the clustered nature of the development, the applicant has requested modifications to the SR-1 district's permitted minimum lot width, side-yard setbacks, and wall height.
House Design: The request includes house plans for each unit, varying in size between small and large twin and single-family houses. Each unit would also contain an attached accessory dwelling unit (ADU). The proposed exterior designs can be found on the open house webpage for this request

Outdoor Tavern at Epic Brewing Located at 825 S State St. - The petitioner, Calli Bennett of Epic Brewing Company and representing the property owner, EBCRE LLC, is seeking Conditional Use approval to operate an outdoor tavern on the east side of the existing establishment located at 825 South State Street. All outdoor taverns located within the D-2 district require Conditional Use approval.
The intent of this proposal is to expand offered services in an existing alcohol related establishment called Epic Brewing, by creating a Beer Garden feature on the east side of the property at 825 South State Street. Adaptive Reuse Text Amendment - Mayor Erin Mendenhall has initiated a petition for a text amendment that would make changes to the zoning ordinance to support adaptive reuse of existing buildings. The goal of this proposed text amendment is to remove zoning barriers that prevent the reuse of buildings and look at possible zoning incentives to encourage a building to be reused rather than demolished.
Adaptive reuse is both a sustainable practice and a vital planning tool that aids in meeting the City's various goals. The adaptive reuse of an existing structure retains a building's original form while bypassing wasteful demolition. This process keeps substantial amounts of materials out of landfills and reduces energy consumption. Additionally, preserving these buildings which are often historic or contain elements of unique architectural detailing, helps maintain neighborhood character and breathes new life into buildings that contribute to neighborhood fabric. Adaptive reuse allows existing buildings to serve our community for generations to come while continuing to tell the story of those who came before us.

602 E 300 S - Bamboo Multifamily - Thom Jakab, on behalf of the property owners, is requesting New Construction in a Historic District and Planned Development approvals for the properties at 602 E 300 S, 612 E 300 S, and 321 S 600 E. The proposal is to construct a single structure of multifamily housing with 38 units on the properties at 602 E 300 S and 321 S 600 E. The structure at 612 E 300 S will be remodeled. The New Construction in a Historic District request includes a modification to the required front yard setback. The Planned Development request is to use the density provision to change the nonconforming commercial use on the properties at 602 E 300 S and 321 S 600 E to a permitted residential use. In the RMF zoning districts, developments that change a nonconforming commercial use to a permitted residential use with a Planned Development are exempt from the density limitations of the zoning district.
The building at 602 E 300 S is considered non-contributing to the historic district and this was the subject of an administrative interpretation. See PLNZAD-2022-00787 for additional information. Demolition of a Non-Contributing Structure applications were submitted and have been approved for 602 E 300 S and 321 S 600 E. See PLNHLC2023-00129 and PLNHLC2023-00130 for additional information.

Landscaping and Buffers Chapter Amendments - Salt Lake City's Planning Division is considering updates to the Landscaping Chapter in the Zoning Ordinance. The purpose of the Zoning Ordinance text amendment is to better address landscaping regulations as the effects of climate change are experienced through extreme drought conditions and changing weather patterns. The amendments are intended to better conform to City goals of reduction of water consumption, enhancement of the urban forest, and improvements to air quality and green infrastructure.
These updates are the result of the September 6th, 2022 City Council work session direction and initiates implementation of the Urban Forest Action Plan.

Pickle & Hide - Salt Lake City has received a request from Craig Henry with LRK, Inc., property owner representative, requesting Design Review approval to develop a mixed-use project at approximately 349 West 700 South. The site consists of eight parcels totaling approximately 2.55 acres (111,000 square feet). The subject property is located in the CG General Commercial District.
There are 141 residential units proposed ranging from studios to two-bedroom apartments. The project also includes small scale retail options and office space. A midblock walkway provides a connection between the existing Pickle and Hide buildings and the new development. The walkway goes from 400 West eastwards and then north to 700 South.
The development is 7 stories tall and includes two existing buildings (the Pickle & Hide structures) that will be adaptively reused for the project. The Utah Pickle Company building was constructed in 1893 and the Bissinger & Co Hides building was constructed in 1919. Design Review approval is required to increase the maximum building height from 60 feet to 89 feet.
Planned Development approval is required for the following:
A reduction in the parking requirements from 254 stalls to 163 stalls.
A reduction in the front yard and landscape yard area from 10 feet to 5'8'.
A reduction in the rear yard and landscape yard area from 10 feet to zero feet.
Request to locate landscaping on top of the structures instead of on the ground.
