Date: July 18, 2023 3:00 P.M. Location: Emery County Administration Building 75 E Main Street, Castle Dale, Utah Emery County Board of Commissioners: Lynn Sitterud, Chairman Jordan Leonard Keven Jensen -Pledge of Allegiance/ Invocation- (Note to the public: The consent agenda consists of item(s) that are considered to be routine in nature and will be enacted in the form of one motion. Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA Items to be pulled for discussion by the Board will be placed first on the list of discussion items. All other consent agenda items will be approved in one motion. Approval of check edit list, requisitions, and dispositions. Approval of the June 20, 2023 Commission Meeting Minutes. Approval of business license for Harmonix Energy Management. Approval to reclassify the custodian position for the Court/Sheriff's Office Complex, Road, and Administration Building to one variable part time position working up to 29 hours per week, with prorated retirement. Approval to reclassify Sarah Sorensen as a variable part time custodian working up to 29 hours per week with pro rated retirement. No Wage change. Effective 7-24-23. RATIFICATION of promoting Alexa Bulleri to a Seasonal Head Lifeguard working up to 29 hours per week. Wage Grade 5. Effective 6-26-23 Approval of Edward Olsen as a volunteer for the Emery County Fair and Public Lands/Trails. Approval of Deana Jennings as a volunteer for Emery County Public Lands/Trails. Approval to hire Danielle Farley as a full time Deputy Recorder I with full benefits. Wage Grade 13. Approval to give Shaun Gregerson a 3% wage increase for successful completion of his 6 month orientation period as a part time Weed and Mosquito Technician. Effective 7-24-23. Approval to give Parker Jensen a 3% wage increase for successful completion of his 6 month orientation period as a part time lifeguard. Effective 7-24-23. Approval of Dallon Cologie's Conflict of Interest Form, operating a personal CPR Business. Approval of Nicole Parker to be a Reserve Dispatcher. Wage $14.70 ph. Approval of out-of-state travel for Desiree Malley to attend the Association of Rural and Small Libraries Conference in Wichita, Kansas. Approval of out-of-state travel for Sheriff Tyson Huntington, Captain Shon Roper and Deputy Dallan Cologie to attend the UNOA Annual Conference in Mesquite, NV. Approval of out-of-state travel for Sheriff Tyson Huntington, Deputy Egan Smith and Deputy Wade Ryan to attend the HITSK9 Handler Instructional Training Seminar in Scottsdale, AZ. Approval to hire Andy Wall as a full time Deputy II with full benefits. Wage Grade 18. Approval of a $5,000 sign on bonus for Andy Wall who is already certified as a Law Enforcement Officer. PUBLIC HEARING: Public Hearing in order to receive public comment regarding reclassification of Deer Creek Road 305 from a Class D Road to a Class B Road. Discuss/Approve/Deny reclassification of Deer Creek Road 305 to a Class B Road. Open Bids for an RFQ for a qualified professional firm, individual, or consultant to work closely with the Community Reinvestment Agency under the advisement of of the Emery County Commission i border to ensure the Emery County CRA is following all State and Federal mandates and laws in relation to all fiduciary obligations regarding solar funds. Approval of Ratification of Cooperative Wildfire System Agreement between Emery County and the Utah Division of Forestry, Fire and State Lands. Approval of Ratification of FY2024 LSTA Borrower Support Grant Contract. Approval of Ratification of FY2024 LSTA Grant Project: Library of Things for Emery County Libraries Contract. Approval of Ratification of Emery County's election to receive USDA Forest Service Funds under the Secure Rural Schools Act payment with the following allocations: Title I 85%, Title II 8%, Title III: 7%. Discuss/Approve/Deny Epicenters request for Affordable Housing Funding for the Canal Commons Phase I Project. Discuss/Approve/Deny signing the Utah State Library Memorandum of Agreement to participate in the Beehive Library Consortium for OverDrive services for 2024. Discuss/Approve/Deny subscription agreement between Emery County and Emergency Services Marketing Corp., Inc. Discuss/Approve/Deny OHV-R Grant contract between the Division of Outdoor Recreation and Emery County for the 2023 Emery County Trails Crew project. Discuss/Approve/Deny OHV-R Grant contract between the Division of Outdoor Recreation and Emery County for the 2023 Emery County Trail Excavator Project. Discuss/Approve/Deny Adoption of an Ordinance establishing regulations for acquisition, management and disposal of County Property and repealing Ordinance No. 08-02-16 and all amendments thereto. Discuss/Approve/Deny SF299 amending ROW Agreement UTU-34614 allowing us to add a generator and propane tank for backup power at the Emery Communications Tower. Discuss/Approve/Deny Ordinance to Declare and Enforce General Policy for the Use and Utilization of County Owned Facility and/or Equipment. Discuss/Approve/Deny combining the Industrial Park 8' Sewer Line Project and the Cottonwood Creek Consolidated Irrigation Company 6' Irrigation Project. Discuss/Approve/Deny maintenance easement between Emery County and Cottonwood Creek Consolidated Irrigation Company. Discuss/Approve/Deny contract between Emery County and USHRAB for digitization projects. Discuss/Approve Deny opposing the BLM Proposed Rule on Conservation Landscape Health. (Proposed on April 3rd, 2023) Discuss/Approve/Deny letter stating the proposed plan for the Jurassic National Monument Road Project to be sent to BLM and FLAP. Presentation and explanation by the Utah State Tax Commission. Commission/Elected Officials Reports. Adjourn. Any other business which may regularly come before The Board.
