ACTIVE PROJECTS This is a list of active projects open for public comment. M-1 District Maximum Height Location Exception Zoning Text Amendment - The Salt Lake Garfield and Western Railway Company has initiated a petition to amend the zoning ordinance related to maximum height within the M-1 Light Manufacturing District. The proposed amendment would allow structures up to 150' in height to be built on properties west of the airport and no more than 1000' south of I-80. Petition Number: PLNPCM2023-00282 Council District: District 2 - Represented by Alejandro Puy Staff Planner: Andy Hulka Email: andy.hulka@slcgov.com Phone Number: 801.535.6608 End of the Public Comment Period: June 30, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00282 9th East Mixed-Use and Multi-Family - The petitioner, Adam Ford of The Richardson Design Group, on behalf of the property owner and management company, RD Management, are seeking Design Review approval to redevelop the property located at the southwest corner of the intersection of 400 South and 900 East with residential and commercial space. The proposal includes 264 residential units and approximately 16,000 square feet of commercial space. The applicant is requesting a Design Review by the Planning Commission to allow for a street-facing fa ade length greater than 200 feet for the 400 South elevation and for a reduction in the requirement for 60% glass on the ground floor of the 900 East street-facing facade in the TSA-UN-C zoning district. The applicant is seeking the extra story of height that is permitted with a TSA Development Guideline score greater than 125. This project was previously approved by the Planning Commission in January 2021 and an extension was granted in January 2022. The extension expired in January 2023. Petition Number: PLNPCM2023-00354 Council District: District 4, Ana Valdemoros Staff Planner: Sara Javoronok Email: sara.javoronok@slcgov.com Phone Number: 801.535.7625 End of the Public Comment Period: July 3, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00354 52 S 800 W - Design Review - Salt Lake City has received a request from Jarod Hall, representing the property owner, seeking modifications to design standards through the Design Review process for a multi-family development. The proposal is for a 64' apartment building consisting of 89 units at 52 S 800 W. The property is in the TSA-UN-T Transit Station Area Urban Neighborhood Transition zoning district. The design standard modifications being requested are for ground floor use, glazing, screening of service areas, and driveway width. Petition Number: PLNPCM2023-00387 Council District: District 2, Represented by Alejandro Puy Staff Planner: Andy Hulka & Madison Blodgett Email: andy.hulka@slcgov.com & madison.blodgett@slcgov.com Phone Number: 801.535.6608 & 801.535.7749 End of the Public Comment Period: July 8, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00387 Victory Heights Planned Development - Jonathan Hardy of BCG Holdings, on behalf of the property owner, is requesting Planned Development approval for 1060 E 100 S. The proposal is to convert the existing medical complex to a multi-family property by reusing the existing building, adding additional floors on the western portion and in place of some of the existing surface parking, and converting the majority of the surface parking to an amenity area. The applicant is seeking planned development approval for two items: Density: Conversion of the nonconforming commercial use to a permitted residential use. In the RMF zoning districts developments that change a nonconforming commercial use to a permitted residential use with a Planned Development are exempt from the density limitations of the zoning district. The proposal is for 88 units, all of which will be affordable at, or below, 50% AMI. There are a variety of unit types: 66 studios, 18 3-bedroom, and 4 4-bedroom units. Building Height: The applicant is seeking up to an additional 5' of building height. This is to accommodate the screening of mechanical equipment. Petition Number: PLNPCM2023-00365 Council District: District 4, Represented by Ana Valdemoros Staff Planner: Sara Javoronok Email: sara.javoronok@slcgov.com Phone Number: 801.535.7625 End of the Public Comment Period: July 14, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00365 North Temple Boulevard General Plan Amendment - Salt Lake City is initiating an amendment to the North Temple Boulevard Plan (NTBP) to remove the recommendation to relocate Madsen Park. The NTBP recommends relocating the park to a more central location within the Euclid neighborhood. However, the community has indicated that there is a preference to maintain Madsen Park at its current location and improve the park to help provide open space for the increase in density along North Temple. Petition Number: PLNPCM2023-00327 Council District: District 2, Alejandro Puy Staff Planner: Seth Rios Email: seth.rios@slcgov.com Phone Number: 801.535.7758 End of the Public Comment Period: July 20, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00327 Child Daycare Center Amendments - Salt Lake City's Planning Division is updating the Zoning Ordinance regarding Child Daycare Center and Home Daycare regulations in order to reduce regulatory barriers for these businesses in the city and better align local requirements with State Code. What is the purpose of these proposed text amendments? Align with state code regulations for child daycare centers and home daycares. Clarify and simplify definitions to better align with state definitions. Simplify or eliminate development standards for these uses when necessary. Reduce the need for land use permits for these uses in all zones. Reduce development standards without negatively affecting neighborhood communities. Petition Number: PLNPCM2019-00225 Staff Planner: Aaron Barlow Email: aaron.barlow@slcgov.com Phone Number: 801.535.6211 End of the Public Comment Period: July 28, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00225 1515 - 1550 S 300 W Alley Vacation - Salt Lake City has received a request from Jonah Hornsby, representing the owner of the properties abutting two public alleys, requesting approval for an alley vacation, located to the west of 1515-1550 S 300 W, between Andrew and Van Buren Avenues, to vacate (or to give up public ownership of) the entirety of the two public alleys. Petition Number: PLNPCM2023-00236 Council District: District 2 - Represented by Alejandro Puy Staff Planner: Aaron Barlow Email: aaron.barlow@slcgov.com Phone Number: 801.535.6182 End of the Public Comment Period: August 7, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00236 Riverside Cottages Planned Development - 552 North 1500 West - Salt Lake City has received a Planned Development petition from Bert Holland of the AI Consult, who is representing the owners of the above-listed properties. This request is for approval of a single-family housing development that would include 17 new single-family lots. Through this process, the applicant is seeking modifications to zoning lot dimension standards, including requirements for new lots to have public street frontage. These new lots would be accessed from a private drive accessed from 1500 West. There are four existing houses that face 500 North. They would be renovated but remain in their current configuration. Density cannot be modified through this process and modifications to such are not part of this proposal (meaning the proposal would meet all density requirements for the above-listed zoning districts). Lot Configuration The proposal includes 17 new lots that would access 1500 West via a private street. The configuration of the lots facing 500 North would remain and the existing houses would be renovated. The only change to the character of the properties facing 500 North would be a new pedestrian pathway cutting through the center of the development to connect 500 North to 1500 West and Backman Elementary School. House Design The request includes house plans for 10 of the 17 new lots. The new houses would face the interior of the development with vehicle access at the rear from private alleys. As noted above, the existing houses facing 500 North would remain. No plans have been submitted for the remaining five lots, but any new buildings would need to meet all zoning requirements. Petition Number: PLNPCM2023-00251 Council District: District 5 - Represented by Darin Mano Staff Planner: Aaron Barlow Email: aaron.barlow@slcgov.com Phone Number: 801.535.6182 End of the Public Comment Period: August 9, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00251 Riverside Cottages Planned Development - 552 North 1500 West - Salt Lake City has received a Planned Development petition from Bert Holland of the AI Consult, who is representing the owners of the above-listed properties. The proposed boundaries of the Yalecrest-Laird Heights Local Historic District are generally along both sides of Laird Avenue from 1300 East to 1500 East including all the homes on Laird Circle and Uintah Circle. The subject properties are zoned R-1/7,000 (Single-family Residential District) and located within City Council District 6 represented by Dan Dugan. Petition Number: PLNHLC2023-00074 Council District: District 6 - Dan Dugan Staff Planner: Lex Traughber Email: lex.traughber@slcgov.com Phone Number: 801.535.6184 End of the Public Comment Period: August 9, 2023 Join the Online Open House at: https://www.slc.gov/planning/openhouse-00074 Adaptive Reuse Text Amendment - Mayor Erin Mendenhall has initiated a petition for a text amendment that would make changes to the zoning ordinance to support adaptive reuse of existing buildings. The goal of this proposed text amendment is to remove zoning barriers that prevent the reuse of buildings and look at possible zoning incentives to encourage a building to be reused rather than demolished. Adaptive reuse is both a sustainable practice and a vital planning tool that aids in meeting the City's various goals. The adaptive reuse of an existing structure retains a building's original form while bypassing wasteful demolition. This process keeps substantial amounts of materials out of landfills and reduces energy consumption. Additionally, preserving these buildings which are often historic or contain elements of unique architectural detailing, helps maintain neighborhood character and breathes new life into buildings that contribute to neighborhood fabric. Adaptive reuse allows existing buildings to serve our community for generations to come while continuing to tell the story of those who came before us. Petition Number: PLNPCM2023-00155 Council District: Citywide Staff Planner: Aiden Lillie Email: aiden.lillie@slcgov.com Phone Number: 801.535.7268 End of the Public Comment Period: TBD Join the Online Open House at: https://www.slc.gov/planning/openhouse-00155 Landscaping and Buffers Chapter Amendments - Salt Lake City's Planning Division is considering updates to the Landscaping Chapter in the Zoning Ordinance. The purpose of the Zoning Ordinance text amendment is to better address landscaping regulations as the effects of climate change are experienced through extreme drought conditions and changing weather patterns. The amendments are intended to better conform to City goals of reduction of water consumption, enhancement of the urban forest, and improvements to air quality and green infrastructure. These updates are the result of the September 6th, 2022 City Council work session direction and initiates implementation of the Urban Forest Action Plan. Petition Number: PLNPCM2023-00098 Council District: City-Wide Staff Planner: Nannette Larsen Email: nannette.larsen@slcgov.com Phone Number: 801.535.7645 End of the Public Comment Period: TBD Join the Online Open House at: www.slc.gov/planning/openhouse-00098 Pickle & Hide - Salt Lake City has received a request from Craig Henry with LRK, Inc., property owner representative, requesting Design Review approval to develop a mixed-use project at approximately 349 West 700 South. The site consists of eight parcels totaling approximately 2.55 acres (111,000 square feet). The subject property is located in the CG General Commercial District. There are 141 residential units proposed ranging from studios to two-bedroom apartments. The project also includes small scale retail options and office space. A midblock walkway provides a connection between the existing Pickle and Hide buildings and the new development. The walkway goes from 400 West eastwards and then north to 700 South. The development is 7 stories tall and includes two existing buildings (the Pickle & Hide structures) that will be adaptively reused for the project. The Utah Pickle Company building was constructed in 1893 and the Bissinger & Co Hides building was constructed in 1919. Design Review approval is required to increase the maximum building height from 60 feet to 89 feet. Planned Development approval is required for the following: A reduction in the parking requirements from 254 stalls to 163 stalls. A reduction in the front yard and landscape yard area from 10 feet to 5'8'. A reduction in the rear yard and landscape yard area from 10 feet to zero feet.
