- HELPER CITY MUNICIPAL ELECTION NOTICE OF CANDIDATE FILING RESULTS The following individuals have filed a Declaration of Candidacy with the Helper City Recorder: Three Councilmember Positions - Four-Year Term. Michael Mastin John Serfustini Ed Chavez
