BACKGROUND
The State of Utah was granted primacy of the National Pollutant Discharge Elimination System (NPDES) program by the US EPA in 1987 under the Clean Water Act (CWA). Under this memorandum of agreement with the EPA, the Division of Water Quality (DWQ) administers the Utah Pollution Elimination System (UPDES) program (CWA Section 402) to protect the Waters of the State. DWQ is reissuing the Drinking Water Treatment Plant General Permit which complies with state and federal standards for drinking water treatment plants within the boundaries of the State of Utah except those facilities within Indian territory. DWQ presently handles most drinking water treatment facilities permit coverage by issuing general permits, although it reserves the authority to issue individual permits as needed.
