Utah County LEPC Agenda May 18, 2023, 14:00-15:00 BOARD MEMBERS PRESENT: Kelly Johnson - Chair Thayne Routh - Vice Chair Allison Jester - Secretary Janeen Olson - Info Coordinator OTHERS PRESENT: Steve Alder, Jordan Arthur, Brent Belnap, Andy Byrnes, Derrick Cottrell, Scott DaBell, Robin Ebmeyer, Josh Greenwood, Justin Hansen, Brian Harris, Tyler Harvey, Mike Jensen, Luis Jimenez, Hannah Jones, Chris Lindquist, Niel Martin, Katrina Navarro, Alfredo Sandia, Emily Schellhous, Christy Seiger Webster, Trevor Sperry, Ryan Toone, Dave Ulibarri, Jeff Weber, Darrell Willson. Open the Meeting Kelly Johnson opened the meeting at 14:00. General Business New Handouts available on the website that Kelly put together for informational purposes. The first handout goes over the HazMat Labeling System Info. The second goes over Tier II reporting basics. Both are available to download on our website @ lepc.utahcounty.gov. Commodities Flow Study - We havent done one in about 5 years, looking to try and get one done for Utah County again soon. Kelly Johnson was able to get some information from Union Pacific on commodities transported by rail through Utah County - this is not public information, it was given to the LEPC for responding entities to utilize as appropriate and required. This report will be kept in a secure location. Welcome & Introductions General Meeting Items Review & Approve Meeting Minutes - March 16, 2023 Dave Ulibarri motioned to approve the March 16, 2023 minutes. Motion was seconded. All were in favor and the motion passed unanimously. General LEPC Business Ad-hoc Committee Update This committee was put together to come up with ways to help new members understand what LEPC is. Membership Form - the form has been updated so that it is easier to use. If you are new or have not filled one out, please do and send it to Kelly or Allison. We used to fill these out every year, but it is currently only required to do it once. Created a Welcome Brochure - Includes info on what LEPC is, why it exists, Tier II reporting and requirements, who to contact when there is a spill, above ground storage tanks, the LEPC website, and frequently asked questions. Look over these things as if you were brand new and knew nothing about LEPC. Suggestions are welcome. A huge thank you to all of those who volunteered to help with this and their hard work! July 20 @ 14:00-15:00 @ Lehi EOC Lehi HazMat Response & EOC - Scott Sampson & Scott DaBell August - Off Month, No activities or Meetings Other Events / Opportunities May 23-24 - Utah Public Safety Summit St. George, UT Presentation Disaster Clean-up - Ryan Toone with EnviroCare Fully Service Environmental Safety Company. Minimize cost and disruption associated with accidents and emergencies. Focus on proper remediation, public safety, and environmental science. Fleet of Response Vehicles - Response Vehicle, Emergency Response trailer, Vac trucks, skimmers, boats, skid steers, street cleaners, etc. Respond to chemical and petroleum spills, including water response and waste management (hazardous and non-hazardous). Other services include large scale cleaning and remediation, consulting services, environmental response, emergency response planning and training, virus response (ebola, anthrax). Examples of spills that have been handled locally. Red Dye Diesel Spill. Certified OSRO (oil spill response organization) Responder through the US Coast Guard. Willard Bay - 400 barrels of Diesel, 6 month cleanup effort. Tanker Roll Over on I-15, over 1000 pounds of fuel released. Worked with UHP and UDOT. Spill impacted over 1/2 mile. Tanker accident with 40,000 ammonium nitrate (very explosive), removed the tanker and cleaned up the diesel. Highway 191, tanker rolled over, main tanker released crude oil into the creek, about 12000 gallons. Huge thank you to Ryan for presenting!
