We want to hear from you! Public comments and questions will be received within the public comment window. To submit a comment or question please contact the staff planner via email or leave a voicemail, your questions will be answered within a week after the comment window has ended.
During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.

922 W Euclid Ave Townhomes - Design Review - Salt Lake City has received a request from Divelept Design for Design Review approval to construct a new townhome style multi-family project consisting of 6 units on several properties located at approximately 922 W Euclid Avenue. The development would provide 6 off-street parking stalls, accessed off the alley to the rear. The building is proposed to be approximately 34 feet 6 inches in height. Existing structures will be removed and replaced with the new development.
Design Review approval is required for the following reasons:
Projects in TSA zoning districts are required to achieve a certain number of TSA development score points for administrative approval. This project did not achieve the required number of points. (21A.26.078.C.2.d)
There may be other zoning-related items that arise during the application review process.

Rezone 1720 & 1734 S. West Temple St - Larsen Sequist is requesting to amend the zoning map for the properties at approximately 1720 S. and 1734 S. West Temple St. (15-13-427-006-0000 and 15-13-427-007-0000). The proposal would rezone the subject properties from R-1-5,000 (Residential) to R-MU-45 (Residential Mixed Use). The subject properties are 0.25 and 0.24 acres respectively (10,890 and 10,454 square feet). No development plans were submitted with this application.

Paxton Place Design Review - Salt Lake City has received a request from JZW Architects for Design Review approval to construct a multi-family project consisting of 146 units on several properties located at approximately 203-225 W Paxton Avenue. The development would provide 101 off-street parking stalls, accessed using Paxton Ave. The building is proposed to be approximately 76 feet in height. Existing structures will be removed and replaced with the new development.
Design Review approval is required for the following reasons:
Constructing a building that would be taller than 60 feet in height (21A.26.070.F).

Title 21A, Part VI Terms and Definitions Amendment - The Salt Lake City Planning Division is considering updates to Part VI of the Title 21A Zoning Ordinance. This amendment focuses on removing unnecessary language from the zoning ordinance.
Chapter 21A.60 is merely a list of the defined terms that are used in the Ordinance. The chapter was created with the intention of helping readers determine which terms are define, but the list has grown to 758 terms. It has become impractical and burdensome for staff to manage each time a text amendment is proposed. In consultation with the City's Attorney's Office, the Planning Division believes the chapter provides no benefit to the city or public and slows down the text amendment process. Chapter 21A.60 is proposed to be deleted from the ordinance.
It is proposed that Chapter 21A.62 will be amended to remove terms and definitions no longer used in the ordinance; to correct or clarify definitions; to consolidate terms that have the same definition; and to update outdated language or definitions. Additional modifications may be made to other sections of 21A Zoning for consistency.

Temporary Wireless Telecommunication Facility at 675 East 500 South - Salt Lake City has received a request from Valerie Cardenas of Smartlink (representing AT&T) and Keleigh Glass Adams of J5 Infrastructure Partners (representing Verizon), seeking Conditional Use approval for a temporary wireless telecommunications facility at the above-stated address. All wireless telecommunication facilities located within the TSA Districts require Conditional Use approval when they exceed the maximum permitted height, which in this case is 75 feet. The proposed facility would be approximately 121 feet tall at its highest point and would be located on an antenna situated on the roof of a stair tower that is part of the proposed student housing development. Approval from the Historic Landmark Commission will also be required.
The intent of this proposal is to keep cellular service uninterrupted during the time between the demolition of the existing building on the property (where the current antennas are currently located) and the completion of the Trolley North development project (which is now under review by the Salt Lake City Historic Landmark Commission) after which the antennas would be moved to stealth facilities (disguised as bulkheads for elevators and stairs) that would be part of the proposed development.

Mews Townhome - Planned Development - Salt Lake City has received a request from Bogart McAvoy on behalf of the property owners, requesting a Planned Development to develop a proposed 7-unit townhome project at 720 and 724 South 300 East. They have also submitted a Preliminary Condominium Plat for this project. The subject parcels are located within the RMF-35 Moderate Density Multifamily Residential zone.

To allow exterior insulation finishing systems (EIFS) on street facing fa ades. Code requires EIFS be only used as trim in these areas.

Pickle & Hide - Salt Lake City has received a request from Craig Henry with LRK, Inc., property owner representative, requesting Design Review approval to develop a mixed-use project at approximately 349 West 700 South. The site consists of eight parcels totaling approximately 2.55 acres (111,000 square feet). The subject property is located in the CG General Commercial District.
There are 139 residential units proposed ranging from studios to two-bedroom apartments. The project also includes small scale retail options and office space. A midblock walkway provides a connection between the existing Pickle and Hide buildings and the new development. The walkway goes from 400 West eastwards and then north to 700 South.
The development is 7 stories tall and includes two existing buildings (the Pickle & Hide structures) that will be adaptively reused for the project. The Utah Pickle Company building was constructed in 1893 and the Bissinger & Co Hides building was constructed in 1919. Design Review approval is required to increase the maximum building height from 60 feet to 89 feet.

Salt Palace Convention Center Sign Standards - Salt Lake City has received a request from Architectural Nexus, representing the property owner, to amend the text of the zoning ordinance as it pertains to signage for the Salt Palace Convention Center, located on West Temple between approximately 200 South and South Temple, 200 West between approximately 200 South and South Temple, 100 South between approximately 300 West and 200 West, and at 55 South 300 West.
The proposal would create standards for exterior signage that are specific to the Salt Palace Convention Center. Currently, the Salt Palace must conform to the general signage standards for the D-4, Downtown Secondary Central Business District, which is the zoning district the property is located in. The property proposed to be included in the new signage standards is approximately 27.93 acres or 1,216,630 square feet in size. The applicant is proposing to create specific standards for the Salt Palace based on the argument that the Convention Center has unique needs for signage from other properties in the D-4 zoning district.

30 West - Design Review - The applicant, Rachel Barnhart with AO Architects, representing the property owner, is requesting Design Review approval to develop the property at approximately 30 West 900 South in the D-2, Downtown Support District. The proposal is to construct a 7 story, multifamily residential, mixed-use building with 218 residential dwelling units. The unit mix includes 69 studios, 94 one-bedroom and 12 two-bedroom units. The first floor of the building will consist of an interior parking structure, office and commercial spaces, and a residential lobby. Floors 2-7 will consist of residential units and associated amenity spaces including a roof top courtyard with a swimming pool on the 2nd floor.
The applicant is proposing a building height of 90 feet 9 inches. Buildings over 65 feet in height in the D-2 zone are subject to the Design Review process.

Adaptive Reuse Text Amendment - Mayor Erin Mendenhall has initiated a petition for a text amendment that would make changes to the zoning ordinance to support adaptive reuse of existing buildings. The goal of this proposed text amendment is to remove zoning barriers that prevent the reuse of buildings and look at possible zoning incentives to encourage a building to be reused rather than demolished.
Adaptive reuse is both a sustainable practice and a vital planning tool that aids in meeting the City's various goals. The adaptive reuse of an existing structure retains a building's original form while bypassing wasteful demolition. This process keeps substantial amounts of materials out of landfills and reduces energy consumption. Additionally, preserving these buildings which are often historic or contain elements of unique architectural detailing, helps maintain neighborhood character and breathes new life into buildings that contribute to neighborhood fabric. Adaptive reuse allows existing buildings to serve our community for generations to come while continuing to tell the story of those who came before us.

Sugar House Drive-Through Zoning Text Amendment - The Salt Lake City Planning Commission has initiated a petition to amend the zoning ordinance related to drive-through uses within the Sugar House Business District. The proposed amendment would prohibit new drive-through uses in the Sugar House Business District (CSHBD1 & CSHBD2).
The zoning ordinance defines a drive-through facility as 'a facility which by design, physical facilities, service or packaging procedures, encourages or permits customers to transact business, receive services or goods, or be entertained while remaining in their motor vehicles' (21A.62.040).
Drive-through facilities for financial institutions, restaurants, retail goods establishments, and retail service establishments are currently permitted uses in the Sugar House Business District. Permitted uses are approved through a building permit and do not require any public hearing. The proposed text amendment would prohibit new drive-through facilities in the Sugar House Business District by removing the permitted use designations for all drive-through facilities under CSHBD 1 and CSHBD 2 in the Table of Permitted and Conditional Uses for Commercial Districts (21A.33.030).
