Town Council Meeting DRAFT Minutes April 13, 2023
The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, April 13, 2023 at 7:20 pm. In attendance were: Brydi Sharp, Robert Thomas, Kristen Vose, and Breann Cowley. Mayor Wilson was absent.
Meeting called to order by Kristen Vose at 7:20 pm.
Minutes: Brydi Sharp made a motion to approve the minutes from the March meeting with a second by Robert Thomas. All in favor, motion passed.
Public comments:
Darcey Powell: We are here to do whatever you need us to do for cleanup. What are cleanup dates?
Kristen Vose: April 29 is the highway cleanup on Highway 155 west to SR 10, June 3 is town cleanup 8 am to 12 pm.
Darcey Powell: We should have town cleanup on the April 29 also. What is happening with the cars on the road?
Response: Mayor is taking care of it.
Zach Powell: We need to advertise to let people know about picking up big garbage on the road during cleanup. Also, I think we should give people incentives to help them with cleaning up their yards or property.
Brydi Sharp: said she would put it on the water bill for cleanup.
Zach Powell: suggested July 15 to cleanup before Cleveland Days.
Item #1 Open sidewalk bids. Discuss/Approve/Reject sidewalk bids.
One bid was received from B Hansen Construction for sidewalk construction for this year into next budget year. The bid was for $56,996.86 for 3 different sidewalk areas for a total of 1,486 feet. Brydi Sharp said that it will come out of next year's budget. A motion to accept the sidewalk bid by B. Hansen Construction was made by Breann Cowley. Seconded by Brydi Sharp. Roll Call Vote: Robert Thomas-yes; Breann Cowley-yes, Brydi Sharp-yes, Kristen Vose-yes. Motion passed.
Item #2 Approve raising the rate of part time 20 hr. employees and O'Ville caretaker from $10 to $11 an hour.
Motion made by Robert Thomas to approve dollar raise for 20-hour employees and O'Ville Caretaker from $10 to $11. Seconded by Brydi Sharp. Roll Call Vote: Breann Cowley-No, Kristen Vose-Yes, Brydi Sharp-Yes, Robert Thomas-Yes. Motion passed 3 Yeah's to 1 Nay. Second motion made for raise to go into effect April 17 by Robert Thomas and a second by Breann Cowley. Roll call vote: Breann Cowley-yes, Kristen Vose-yes, Brydi Sharp-yes, Robert Thomas-yes, motion passed.
Item #3 Adopt County Emergency Management Plan for 2023.
County EOP letter read by Clerk. Motion made by Brydi Sharp to adopt the County Emergency Management Plan for 2023. Seconded by Breann Cowley. All in favor, motion passed.
Item #4 Discuss/approve flowers for town planters.
Item was tabled until next month.
Item #5 Review/Discuss budgets for 2023 and upcoming 2024.
Brydi Sharp stated that she needs to know if there are any other items that need to be put in next year's budget 2024. She asked council to let her know what items she needs to add. Nancy Livingston stated fuel budgets need to go up, color copier for office, and new water heater for Park kitchen. Robert Thomas added tennis court lights, Brydi Sharp suggested the area on Grover Lane needs landscaping, would like to look into finishing sidewalk from 600 W to HWY 155, and tables for Old Town Hall. Breann Cowley brought up bleachers for ball fields, need to update chips at park playground, cemetery needs new map and lean to.
Item #6 Review Bills and Approve for payment.
Motion by Breann Cowley to approve bills for payment. Seconded by Robert Thomas. Roll Call Vote: Robert Thomas-yes; Brydi Sharp-yes; Kristen Vose-yes, motion passed.
Item #7 Council Reports.
Preston Wilson: not in attendance
Breann Cowley (Rec): Looking into getting new bleachers for ball complex and maybe give to towns.
Kristen Vose (Planning and Zoning): Planning and zoning cancelled. Will still do Easter Hunt next year and maybe push to 11 am. Addressed Facebook post about a splash pad and that we should respond with why we are not going to do it.
Brydi Sharp (Treasurer): Nothing. She answered Kristen Vose's question about secondary water. Water coming on after 15th of April. Brydi then asked the clerk when election candidacy is and how do we advertise.
Robert Thomas (LEPC): There is a concern about flooding in the county this year with lakes, ponds, rivers, and washes. Sherriff did a drug bust in Green River that was on a bus. Sherriff said to lock stuff up with influx of workers coming in to work at new solar farm going up by Moore starting in August.

Brydi Sharp made a motion to adjourn the meeting. Seconded by Robert Thomas. All in favor, motion carried. Meeting adjourned.
