The Planning Division will be hosting an online version of the open house as an opportunity to review each project and provide comments and questions. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ACTIVE PROJECTS This is a list of active projects open for public comment. Ballpark Apartments at 1365 S Jefferson Street - Design Review & Planned Development - Salt Lake City has received a request from Doug Thimm of Architectural Nexus, representing the property owner, requesting Design Review and Planned Development approval to develop a proposed 115 unit residential project at approximately 1365 S Jefferson Street. The site consists of four parcels totaling approximately .75 acres. The subject parcel is located in the CG General Commercial District The mixed-use residential building is 7 stories tall with a proposed height of 85 feet. Design Review approval is required for buildings over 60 feet in the CG zone. The project will provide 2,500 square feet of ground floor retail space fronting Jefferson Street and 123 parking stalls. Design Review and Planned Development approval is required for the following zoning modifications, but additional modifications may be considered as a part of the review process: An increase in maximum building height from 60 feet to 85 feet. The maximum height permitted, with Design Review approval, is 90 feet. Reduction in the front yard setback (along Jefferson Street) from 10 feet to 5 feet. Reduction in the required landscape buffer yard abutting a residential district from 15 feet to 10 feet. The property to the east is zoned RB Residential Business. Design Review approval is required for the following reasons: Projects in TSA zoning districts are required to achieve a certain number of TSA development score points for administrative approval. This amendment focuses on removing unnecessary language from the zoning ordinance. Chapter 21A.60 is merely a list of the defined terms that are used in the Ordinance. The chapter was created with the intention of helping readers determine which terms are define, but the list has grown to 758 terms. It has become impractical and burdensome for staff to manage each time a text amendment is proposed. In consultation with the City's Attorney's Office, the Planning Division believes the chapter provides no benefit to the city or public and slows down the text amendment process. Chapter 21A.60 is proposed to be deleted from the ordinance. It is proposed that Chapter 21A.62 will be amended to remove terms and definitions no longer used in the ordinance; to correct or clarify definitions; to consolidate terms that have the same definition; and to update outdated language or definitions. Additional modifications may be made to other sections of 21A Zoning for consistency. All wireless telecommunication facilities located within the TSA Districts require Conditional Use approval when they exceed the maximum permitted height, which in this case is 75 feet. The proposed facility would be approximately 121 feet tall at its highest point and would be located on an antenna situated on the roof of a stair tower that is part of the proposed student housing development. Approval from the Historic Landmark Commission will also be required. The intent of this proposal is to keep cellular service uninterrupted during the time between the demolition of the existing building on the property (where the current antennas are currently located) and the completion of the Trolley North development project (which is now under review by the Salt Lake City Historic Landmark Commission) after which the antennas would be moved to stealth facilities (disguised as bulkheads for elevators and stairs) that would be part of the proposed development. The goal of this proposed text amendment is to remove zoning barriers that prevent the reuse of buildings and look at possible zoning incentives to encourage a building to be reused rather than demolished. Adaptive reuse is both a sustainable practice and a vital planning tool that aids in meeting the City's various goals. The adaptive reuse of an existing structure retains a building's original form while bypassing wasteful demolition. This process keeps substantial amounts of materials out of landfills and reduces energy consumption. Additionally, preserving these buildings which are often historic or contain elements of unique architectural detailing, helps maintain neighborhood character and breathes new life into buildings that contribute to neighborhood fabric. Adaptive reuse allows existing buildings to serve our community for generations to come while continuing to tell the story of those who came before us. The proposed uses include permanent supportive housing for individuals experiencing homelessness as well as services and resources including on-site healthcare, medical services, and community gathering spaces for members of the TOSV community. The proposed project will consist of a 4,745 square foot convenience store located in the northwest corner of the property and three (two-sided) gas pumps located in the south area of the property. The subject property is approximately 0.83 acres combined (36,155 square feet) in size and is in the CB- Community Business Zoning District. A 'gas station' use is a conditional use in the CB zone and therefore must be approved by the Planning Commission. All additional code requirements can be reviewed in Section 21A.40.200 of the Zoning Ordinance. Join the Online Open House at: https://bit.ly/slc-openhouse-00053 Sugar House Drive-Through Zoning Text Amendment - The Salt Lake City Planning Commission has initiated a petition to amend the zoning ordinance related to drive-through uses within the Sugar House Business District. The proposed amendment would prohibit new drive-through uses in the Sugar House Business District (CSHBD1 & CSHBD2). The zoning ordinance defines a drive-through facility as 'a facility which by design, physical facilities, service or packaging procedures, encourages or permits customers to transact business, receive services or goods, or be entertained while remaining in their motor vehicles' (21A.62.040). Drive-through facilities for financial institutions, restaurants, retail goods establishments, and retail service establishments are currently permitted uses in the Sugar House Business District. Permitted uses are approved through a building permit and do not require any public hearing. The proposed text amendment would prohibit new drive-through facilities in the Sugar House Business District by removing the permitted use designations for all drive-through facilities under CSHBD 1 and CSHBD 2 in the Table of Permitted and Conditional Uses for Commercial Districts (21A.33.030).
