Box 240 Stockton, Utah 84071 Phone: (435) 882-3877 Notice is given that the Stockton Town Council will hold a regular meeting as identified below in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah. In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting. The order of Agenda Items may be changed if deemed appropriate by the Mayor or Town Council. Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed. TOWN COUNCIL AGENDA DATE: March 9th, 2023 7:00pm MINUTES Call to order-Nando Meli 1. Pledge of Allegiance 2. Roll Call Nando Meli-Mayor-present Joe Johnston- Councilman-present Shyla Solomon- Councilwoman-present David Nutzman-Councilman-present Henry Thomas- Councilman-present 3. Public Comments- no public comments 4. Consent Agenda a. Check Register b. Bills over $1,000.00 ($17,100.00 for Jones and Demille, Engineering) c. Approval of February 2023 meeting minutes Motion to approve- Joe Johnston 2nd-Shyla- approved 5. Department Reports: a. Sheriffs Report - no citations, 13 details for February traffic accidents, animal neglects, keep the peace , neighbor dispute, vin verifications. b. Stockton Fire Dept-Justin Huffman- 7 calls last month, propane semi pulling tipped over out near Vernon. Amy finished her instructor 1. A few new firefighters completed school. Sand bags, sand will be in place at the Ball Park for the public to bag sandbags. Some at the fire station for emergency. County put out theirs today. No imminent flooding at the moment. Wind and rain are coming in. happy about rain, but not real worried. County mitigated the flood problems from fire. Thank you to Kilgore for donating as much sand as we need. Yearly dumpsters will be here May 23rd - May 29th right by post office. We need to purchase a few things, suction hose 1450$ dry hydrant servicing. Portable tank. Hose reel for brush truck 1500$ dated 24 yrs old. Joe says do it, they all approved of the $ is in the budget. Letter for thank you to Kilgore. c. Mayors Report- went into capital and met with Chris Stewart to get grant for water. d. Recreation (Parks) e. Roads and Grounds f. Solid Waste g. Water (Rates) h. Sewer 6. Public Hearing-Water Rate Increase - Open Public Hearing- 3-5 minutes - Close Public Hearing 7. Ordinance 2023-03 Extend Building Permit Moratorium same one we passed 6 months ago, can't do extension we have to sign on it again. Working on conduit passed Lonnie Bates house. RMP making sure we are not disturbing anything historical. RMP has to be paid so we can get the power. Motion-Dave 2nd Henry all approved 8. Resolution 2023-04 Water Rates Increase-Tooele $50-$75 Grantsville $25-$50 Stansbury $55-55 a month South Rim $69. Provo/Orem base rate $140. May of 2017 was supposed to go up in 18 and 19. If it would have been raised with Whitney it would have been belter and never got increased with Kargola. We need to raise it $12. Sent explanation out in water bill. We need to raise tier level . right now, we have enough water for basic consumption. Higher end users need to pay more money. Dave-base rate needs to go up! Tier rate should go up, should be a 5th tier. Most are under 14000 gallons. Increase base rate $12 Tier 1 $3 Tier 2 $3.50 Tier 3 $4 Tier 4 $5 Tier 5 $6. Joe-It needs to go to $60, Dave agrees. Shyla- understands, but it is too hard on the people. May 14075 average gallons of use. We can vote on this tonight- only a public hearing with a bond. Remind people that we need to conserve water. Motion- Dave Nutzman 2nd- Henry all in favor, joe, nando, Shyla opposed. Electric water meter readings discussion cost $90000 Picture of fire station and yard behind fire station, wants to sell current city shop. Need a new shop for the city. Wood frame shed/barn 2 bays- need one big enough for dump truck maybe $70000. 90 or 100 thousand out of old shop, and build new one. Pour concrete as we get the $. Joe- doesn't want to get a loan, mosquito abatement building in lake point may be available, 40-60. In litigation now so we don't know when it will be available. Dave- wants to get a loan to build shop and then sell the old one. Can't sell old shop until there's a place to put all that stuff. Sell of Stockton caf fell through, asking 500000 for caf and other buildings surrounding, may sell it all as one unit. Vacate alleyway and street to town.?? Maybe purchase lot next to the old town shop and extend?? Not really an option, it's a brick building. 9. Motion to Public Hearing 9a Public hearing 10. Reconvene from Public hearing 11. Motion to move into executive session Executive session: Pursuant to one or more provisions of the Open and Public Meetings Act: a. Strategy session to discuss pending or reasonably imminent litigation; d. Strategy session to discuss the purchase, exchange, or lease of real property including water rights or water shares; e. Strategy session to discuss the sale of real property, including water rights or shares; f. Discussion regarding deployment of security personnel, devises, or systems; g. investigative proceedings regarding allegations of criminal misconduct; and/or h. Discussion of protected procurement issues, including protected trade secrets. 12. Reconvene from executive session-Announcement of purpose (s) of closed meeting 13. Council Reports- Dave-how do we log maintenance on shop trucks? We need to log it!! Dave knows when the stuff was maintained, we need log books to record. Storm Breakdowns due to not maintaining vehicle. Salter broken. Dave- suggests a fund to have prepared in case if we have to hire some extra help?? Maybe hire someone part time to help out with Dave duties and to help Rod. 14.
