Town Council Meeting March 9, 2023 The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, March 9, 2023 at 7:00 pm. In attendance were: Mayor Preston Wilson, Brydi Sharp, Robert Thomas, and Kristen Vose. Breann Cowley was absent. Meeting called to order by Mayor Preston Wilson at 7:00 pm. Minutes: Brydi Sharp made a motion to approve all the minutes from January's meetings with a second by Robert Thomas. All in favor, motion passed. Public comments: Brennan Howells and Boyd Griffin asked for an update on what was happening with the sidewalk problem at 190 N Center Street. Mayor Wilson explained that the snow issue was taken care of by Mr. Jensen. Mayor Wilson took the most recent letter and copies of all letters sent from Cleveland Town and handed them to Mr. Jensen and also emailed to his lawyer. Then consulted with other cities about lawyers. The town is looking into retaining legal counsel in this matter. The fees are still accruing from the 14-day allowance. Council Brydi Sharp explained consequences besides the fine for what the town can do to help enforce it. Terrill Rasmussen thanked council for continuing this matter. Vicki Rasmussen thanked council for working on this matter, wanted to know UDOT number to get something that will slow people down that are speeding into town. Brennan Howell reminded that he would help with wiring lights at the tennis/basketball court by Old Town Hall. Item #1 Approve Interlocal Cooperation Agreement Between Emery County and Cleveland Town for the administration of the 2023 Municipal Elections. Brydi Sharp made a motion to approve the interlocal Cooperation Agreement between Emery County and Cleveland Town for administering the 2023 Municipal election. Seconded by Kristen Vose. All in favor, motion passed. Item #2 Approve Forbidden Fruit Quote for electrical and new lights. Motion made by Brydi Sharp to approve the electrical and lights bid for repairing and updating the lights in the building leased by Forbidden Fruit. Seconded by Robert Thomas. Roll Call Vote: Mayor Wilson-yes, Brydi Sharp-yes, Robert Thomas-yes, Kristen Vose-yes. Motion passed. Item #3 Set dates for sidewalk bids and showing. Dates set for showing will be March 30 and bids are due by April 13 at 5 pm. Put in paper for last 2 weeks of March. Item #4 Discuss/Set dates for highway cleanup and town cleanup. Dates set for highway cleanup will be April 29 from 8am-12pm. Town cleanup set for June 3 from 8 am to 12 pm. Item #5. Discuss CIB. Items still on list are the mini excavator with trailer, salter for dump truck, salt shed, and redo ball fields. Council okay with this list? All said yes. Add other things next year. Item #6 Discus/approve/disapprove of retaining lawyer for town. Mayor Wilson talked with other cities and was given the name of Smith Harvitvigsen, PLLC with Lisa Watts Baskin as being used by a few other cities use them. Motion made by Brydi Sharp to approve retaining a lawyer for the town. Seconded by Robert Thomas. All in favor, motion carried. Item #7 Review Bills and approve for payment. Motion by Brydi Sharp to approve bills for payment. Seconded by Robert Thomas. Roll Call Vote: Robert Thomas-yes; Brydi Sharp-yes; Mayor Preston Wilson-yes; Kristen Vose-yes, motion passed. Item #8 Council Reports. Preston Wilson: JCVSSD will chip and seal all town roads hopefully by June. Talked to someone at Helper about flowers. Secondary Water line meters is going in a better direction. Ordered lawn mower. Breann Cowley (Rec): not in attendance Kristen Vose (Planning and Zoning): planning and zoning cancelled. Easter Egg Hunt is April 1st, will contact youth council for help. Brydi Sharp (Treasurer): PTIF looks good, spending this budget year look good. Last year the Babe Ruth Softball League had contract but there were issues with Emery Rec having access as well. Need to look at maybe limiting access to allow all to use fields. Robert Thomas (LEPC): nothing. Item #9 Adjourn Meeting Brydi Sharp made a motion to adjourn the meeting. Seconded by Preston Wilson. All in favor, motion carried. Meeting adjourned.
