- 1. HPC Code 12.30.190 Accessory Dwelling Units Consider eliminating Tenant Agreements. Landlord Agreements stay in effect. 2. New zone: Mixed Residential Create a new zone made up of a combination of various housing options - single-family, townhomes, etc. 3. New zone: Residential R-1 Create a zone appropriate for infill (unused and underutilized land) development in the center blocks of the city.
