The Planning Division will be hosting an online version of the open house as an opportunity to review each project and provide comments and questions. To attend, click on the project link for each item below. Your input is valuable! PUBLIC COMMENTS AND QUESTIONS We want to hear from you! Public comments and questions will be received within the public comment window. To submit a comment or question please contact the staff planner via email or leave a voicemail, your questions will be answered within a week after the comment window has ended. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ACTIVE PROJECTS This is a list of active projects open for public comment. Weigand Center Addition - Conditional Use - Salt Lake City has received a request from Knit Studios, representing the property owner, for Conditional Use approval for a remodel and addition to the building located at 235 S Rio Grande St in the D-3 Downtown Warehouse/Residential District. The site currently contains an existing homeless resource center, which will be renovated and expanded to accommodate new office and skills training space. The service and operation of the building will continue as it currently stands. The existing building is 10, 633 square feet, and the total addition is proposed to be 5,579 square feet. The property is required to go through a new conditional use approval because they are proposing to increase the size by more than 1,000 square feet. The purpose of the Zoning Ordinance text amendment is to better address landscaping regulations as the effects of climate change are experienced through extreme drought conditions and changing weather patterns. The amendments are intended to better conform to City goals of reduction of water consumption, enhancement of the urban forest, and improvements to air quality and green infrastructure. These updates are the result of the September 6th, 2022 City Council work session direction and initiates implementation of the Urban Forest Action Plan. This zoning amendment focuses on adding clarifying language to the current regulations and includes alleys and other structures in the definition of sight distance triangle. Currently the zoning ordinance requires fences, walls and hedges be of limited height when located along the intersection of streets, the intersection of driveways and streets, and the intersection of driveways and sidewalks. The regulation of fences, walls, and hedges and the use of clear vision zone areas defined by sight distance triangles are intended to increase vehicular and pedestrian safety. Alleys that intersect sidewalks operate in a similar manner as driveways. Additionally, the code is silent about other structures, including buildings, that may encroach into the sight distance triangle. The Planning Division believes these zones should also be applied in the intersection of alleys and sidewalks and apply to other structures, including buildings. The proposed amendment would prohibit new drive-through uses in the Sugar House Business District (CSHBD1 & CSHBD2). The zoning ordinance defines a drive-through facility as 'a facility which by design, physical facilities, service or packaging procedures, encourages or permits customers to transact business, receive services or goods, or be entertained while remaining in their motor vehicles' (21A.62.040). Drive-through facilities for financial institutions, restaurants, retail goods establishments, and retail service establishments are currently permitted uses in the Sugar House Business District. Permitted uses are approved through a building permit and do not require any public hearing. The proposed text amendment would prohibit new drive-through facilities in the Sugar House Business District by removing the permitted use designations for all drive-through facilities under CSHBD 1 and CSHBD 2 in the Table of Permitted and Conditional Uses for Commercial Districts (21A.33.030). The applicant proposes renovating the existing commercial building and adding four apartment units to the upper level. Design Review approval is required in this zoning district for buildings with a footprint over 7,500 square feet or over 15,000 gross square feet of floor area overall. The applicant is requesting Planned Development approval to waive the 7' landscape buffer requirement at the rear of the existing building along Grace Ct. The applicant intends to demolish a portion of the existing building near the southern property line to move the loading area onto the property, increasing the building's setback from the single-family homes to the south. The required landscape buffer would reduce the circulation of the proposed loading area and require additional demolition. Design Review and Planned Development approval is required for the following zoning modifications, but additional modifications may be considered as a part of the review process: An increase in maximum building height from 60 feet to 85 feet. The maximum height permitted, with Design Review approval, is 90 feet. Reduction in the front yard setback (along Jefferson Street) from 10 feet to 5 feet.
