PLEDGE OF ALLEGIANCE
MINUTES READ: Doug motioned to accept minutes as read, Troy 2nd the motion. All were in favor.
MAYOR UPDATES: Town Christmas Party will be on December 19th, and Robert Rodriguez will be Santa. Unsure of the program and treats yet.
Ken Alder has not heard back from Arcadia yet on the substation.
There was a gas leak up at the chlorinator building. It blew the door wide open and bent it. There was no other damage.
We haven't heard anything back from Itron on the new reading system. The Mayor wonders if we should go with someone else, but worries about the expense of changing meters.
Steve has been keeping track of the well and the pump water readings each month. It is compared with what the office bills that month. The numbers are off sometimes 400,000 gals sometimes 11,000 gals. Mike Naiser said it could be because our upper tank may be full and we are using the water that is stored in that tank, that is not being metered. The council wondered if we could put a meter on the tank with some of the extra funds left over from the Gooseberry water project.
PLANNING COMMISSION: Charles Billingsley came with an update of the notices given to Howard Hatch to clean up his property. He has been given two notices. Howard came to the office yesterday asking to be put on the agenda. He was supposed to be here tonight, but called and was unable to attend because of the storm. The council decided to give him 31 more days and reevaluate the situation in January. If no compliance the council approved abatement and or criminal action be taken.
Janet Nelson is asking for permission to live in her camp trailer behind her house while her home is being fixed. She would like to hook into the water and septic system. She thinks it will take 2-3 months. Marty motioned to give her 90 days from the time her building permit is signed, to live in her camp trailer on her property while her house is being fixed. At the end of the 90 days the situation will be revisited and see where she's at. An extended amount of time may be needed depending on where the project is at. Doug 2nd the motion. All were in favor.
The customers on 100 W Center St would like to put two storage containers on their property so that eventually they can put a roof on them. The PC gave them a building permit to fill out and draw where they wanted to place them. They also need to be set on gravel or railroad ties, and painted. The council ok'd them.
Feral Gay was asking the council what Jeff Brooks needed to do to put a fence on Jeff's property. The PC told him because it was on the back of the property, it had nothing to do with the town. The PC told them there were discrepancies on where the property line was and that he needed to get the neighbor to sign a waiver before he put the fence in. They recommended building it 1 foot onto his property to save surveying costs and discrepancies between neighbors.
The PC is working on the Short Term Rental Ordinance. They would like more direction from the council and the attorney on how to proceed. The attorney didn't like what they sent him before and wasn't very clear on how to fix it. They would like to put a percentage on the amount of rentals the town can have instead of a specific number. The Council would like to take the percentage out and run the short term rentals off of the business licenses the owners have to get in order to rent their homes. If the rules aren't followed the permit will be revoked and they can't rent anymore. The property owner will be held responsible for anything that goes wrong.
WATER: Mike Naiser talked to John Chartier about the test that needs to be done on the well. It will have to be done in the spring. Hopefully the spring will be fixed before then or we'll have to wait until next spring. He also brought the requests for payment done by Ensign. The mayor signed them and he will send them to EQWAG for payment.
PARK: There are two dead trees in the park that need to be removed. Doug went to a meeting with Chris Stewart's office. It was about funding for towns. He is going to take the lead and also talk with the people from Arbor Day office to see what they can do to help the town as well as apply for the funding.
Troy motioned to adjourn Doug 2nd the motion. All were in favor.
