The Planning Division will be hosting an online version of the open house as an opportunity to review each project and provide comments and questions. Accessory Dwelling Unit (ADU) at 1791 W Alps Way - Cameron Cook, representing the property owner, is seeking Conditional Use approval for a detached Accessory Dwelling Unit (ADU) at 1791 W Alps Way. The property is in the R-1/7,000 Single-Family Residential zoning district. The ADU will be a single story and measure approximately 630-square-feet and will be constructed in the rear yard behind the primary residence. The intent of the rezoning is to allow for a student housing development to be built in the future. The site is approximately 5.96 acres. The CG zone requires a front, corner, and rear setback of 10 feet. If approved, the application will also require a lot of consolidation of the two parcels, 15-13-206-005-0000 and 15-13-206-008-0000. The building is proposed to be approximately 380' in height. The building will have 8 levels of parking, 25 levels of residential, and a top level with indoor/outdoor amenity space. The development is part of a master plan that will see the remodel and repurposing of 2 buildings on the block, including the Red Lion hotel, the construction of an office building, and this mixed-use tower. Each portion of the project will be reviewed under its own application. The proposed development will consist of 16 deeply affordable, residential units for individuals with incomes as low as 0% of the area median income (AMI), including a community room which can be converted to a short term or long-term residential unit as needed, 10 surface parking stalls and two outdoor community patio areas. Through the Planned Development process, the applicant is requesting the following modifications: - Rear yard setback reduction: The Commercial Corridor Zone requires a minimum rear yard building setback of 10 feet. The applicant is requesting a modification to reduce the rear yard setback to 1 foot. - An off-street parking reduction: Multifamily residential developments in the CC zone are required to provide 1 off street parking space for every 1-bedroom dwelling unit. The applicant is requesting a modification to reduce the number of required off street parking stalls from 16 stalls to 10 stalls. The structure is proposed to be 73 feet 10 inches in height. Existing structures will be removed and replaced with the new development. The property is located in the CG (General Commercial) Zoning District. Design Review approval is required for the following reasons: - Constructing a building that would be taller than 60 feet in height. (21A.26.070.F) Planned Development approval is required for the following zoning modifications: - Encroachment of balconies into required front and rear yards. (21A.26.070.D) - Lobby canopy encroachment into required front yard. (21A.26.070.D.1) - Transformer box located in front yard area, closer than one foot to the front property line and without required screen. (21A.40.160.C.1b) There may be other zoning-related items that arise during the application review process. The proposed redevelopment would exceed the height allowed by right in the D-1 (Central Business District) zoning district for a mid-block building. The requested building height is approximately 129'. The building is proposed at 12 floors and approximately 174 feet tall (203 feet at the tallest point). Retail and lobby space will be provided on the ground level. The top six floors will include the lab and office space with the lower six floors designated for above-grade parking. Mid-block buildings over 100' are required to go through Design Review. The applicant is also requesting Design Review to modify the maximum setback requirement along 600 South. The maximum setback is 5 feet; however, due to the Rocky Mountain Power high-volage powerlines along 600 South, the applicant is requesting a setback of 10 feet. The site currently contains an existing homeless resource center, which will be renovated and expanded to accommodate new office and skills training space. The service and operation of the building will continue as it currently stands. The existing building is 10, 633 square feet, and the total addition is proposed to be 5,579 square feet. The property is required to go through a new conditional use approval because they are proposing to increase the size by more than 1,000 square feet. The proposed project will consist of a 4,745 square foot convenience store located in the northwest corner of the property and three (two-sided) gas pumps located in the south area of the property. The subject property is approximately 0.83 acres combined (36,155 square feet) in size and is in the CB- Community Business Zoning District. A 'gas station' use is a conditional use in the CB zone and therefore must be approved by the Planning Commission. All additional code requirements can be reviewed in Section 21A.40.200 of the Zoning Ordinance.
