a. The Council shall receive public input, then along with the recommendation from the Planning Commission consider for approval a code change to Title 11 'Subdivision Regulations' Chapter 5 'Requirement for Improvements, Reservations & Design' Section 9 'Utilities' to only require public utility easements (PUE) on the front of properties.
