The Planning Division will be hosting an online version of the open house as an opportunity to review each project and provide comments and questions. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ACTIVE PROJECTS This is a list of active projects open for public comment. West Village - Design Review & Planned Development - Salt Lake City has received a request from Urban Alfandre, representing two property owners, requesting Design Review and Planned Development approval to develop a 602-unit mixed-use project at approximately 401 West 900 South. The site consists of five lots totaling 4.63 acres. The subject properties are located in the CG General Commercial District. There are two mixed-use residential buildings that are 8 stories tall with a proposed height of 85 feet. The two buildings include 4 to 5 stories of residential units over parking and retail/amenity space. The proposed office building is 5 stories and measures 75 feet - 95 feet to the top of the mechanical equipment screening. It will provide 180,000 SF of office and laboratory space. A privately-owned public plaza adjacent to Montague Avenue is also proposed. Design Review and Planned Development approval is required for the following zoning modifications: - An increase in maximum building height from 60 feet to 90 feet. The maximum height permitted, with Design Review approval, is 90 feet. - The developers are requesting no front yard setbacks for the two multi-family buildings, along 900 South and Montague Streets, and a reduced corner yard setback on 400 West. - Request to reduce the landscape yard requirements from 10 feet to zero. - Request for a reduction in required parking spaces for one of the residential buildings from 237 to 178 by utilizing the Transportation Demand Strategies. The overall parking count is 835. There is no requested amendment to the Master Plan Text. Future development plans were not submitted with this application. There are 3 units within the existing building at this property and the applicant intends to use their unit (Unit B) as a bar establishment. The subject unit is approximately 4,500 SF. The project site of the proposed use is developed, with an existing building and parking area. No additions to the building or modifications to the site are proposed. The property is located in the M-1 (Light Manufacturing District) where a Bar Establishment is listed as a Conditional Use. The Conditional Use process looks at compatibility, location, configuration, and potential impacts of the request. The proposed bar will also be subject to all relevant development requirements in section 21.28.020 (M-1 Light Manufacturing District), 21A.54 (Conditional Uses), and 21.36.300 (Alcohol Related Establishments), of the zoning ordinance. State St. The subject property, commonly referred to as the 'former Sears site' includes 10 parcels and is approximately 9.22 acres in size. The addresses included are: 754 S. State St., 709 S. The building is proposed to be approximately 380' in height. The building will have 8 levels of parking, 25 levels of residential, and a top level with indoor/outdoor amenity space. The development is part of a master plan that will see the remodel and repurposing of 2 buildings on the block, including the Red Lion hotel, the construction of an office building, and this mixed-use tower. Each portion of the project will be reviewed under its own application. The proposed development will consist of 16 deeply affordable, residential units for individuals with incomes as low as 0% of the area median income (AMI), including a community room which can be converted to a short term or long-term residential unit as needed, 10 surface parking stalls and two outdoor community patio areas. Through the Planned Development process, the applicant is requesting the following modifications: - Rear yard setback reduction: The Commercial Corridor Zone requires a minimum rear yard building setback of 10 feet. The applicant is requesting a modification to reduce the rear yard setback to 1 foot. - An off-street parking reduction: Multifamily residential developments in the CC zone are required to provide 1 off street parking space for every 1-bedroom dwelling unit. The applicant is requesting a modification to reduce the number of required off street parking stalls from 16 stalls to 10 stalls. The requested application is to facilitate a redevelopment on the subject site. The proposed redevelopment would facilitate mixed-use structure, with retail on the ground floor and residential on the upper floors. The proposed redevelopment would exceed the height allowed by right in the D-1 (Central Business District) zoning district for a mid-block building. The requested building height is approximately 129'. The proposed project will consist of a 4,745 square foot convenience store located in the northwest corner of the property and three (two-sided) gas pumps located in the south area of the property. The subject property is approximately 0.83 acres combined (36,155 square feet) in size and is in the CB- Community Business Zoning District. A 'gas station' use is a conditional use in the CB zone and therefore must be approved by the Planning Commission. All additional code requirements can be reviewed in Section 21A.40.200 of the Zoning Ordinance.
