In Attendance: Les Wilberg, Rod Player, Steven Jeffery, Waye Pahl, Les Thompson, Don Bennett, Terri Bennett, Kent Wilson, Natalie Olsen, AnnDee Mead, Jim Jennings, Ray Petersen, Wade Allison, Scott Wheeler, Ed Geary, Wayne Ludington, Adriana Chimaras, Lynn Sitterud, Jaydon Mead, Myron Jeffs. (Committee would like to add that both Commissioners did not stay for the entire meeting)
1. Approval of Minutes: September 6th, 2022 - correct spelling error. Motion to approve by Rod, seconded by Don. Approved
2. Discuss/Approve/Deny
3. Discuss Reports of the Following:
a. BLM- National Public Lands days went really well, Thank you to everyone who participated. Swasey's Beach has all new tables and the BLM, Travel and Green River City held a clean up day that went really well. The trails crew fixed the Balance Rock trail. Cane Wash flooded and ruined the barricade that was recently put in. BLM is putting in a temporary fix Thursday and will move forwards from there. The dinosaur sculptures have been installed at Jurassic National Monument/CLDQ, they are a really nice addition to the monument. CLDQ is now closed for the season. Cedar Mountain Bike Trail is ready for public scoping. San Rafael Back Country Horsemen had more rocks and road base delivered and will be getting spread this weekend. The tie rails are in as well. San Rafael Desert decision record for the second settlement was signed last week. Around 120 miles were closed, mostly routes that didn't serve a purpose or had been reclaimed. Campground updated, staff is working at South Temple Mountain delineating sites. Discussion about land ownership and conveyances. Justesen Flats contracts have been awarded, ops crew is doing prep work, including a test hole for the pit toilet and then materials will be delivered. Discussion about BLM operation crew. Old Spanish Trail update- The Explorer App is live. The QR code at the museums should work now. There is a grants workshop on November 14th, encouraging participation in that. Discussion about changes to OHV/ATV use, includes courses and new tags, House BIll 180. Discussion about Goodwater Rim and placing gravel. Thank you BLM for working together on Willow Springs. Discussion about San Rafael Desert TMP. Discussion about Dry Wash and the Forest Service working on it. FS has grant to work on it.
b. Forest Service- Things are winding down for the Forest Service. Water systems shutting off. Reservations over. Seasonals are leaving. Major sign work planned for Huntington canyon. New picnic tables and fire rings in Huntington canyon, it looks really good. Crew up Ferron. Trail dozer spent last month at big ridge and is now working on the dragon. Done removing timber at Canlan Mountain, had on-site to get that Trail back to original condition including some rerouting. Thank you everyone involved. Now removing timber in Littles creek. Cx to expand Trail heads, Miller's Flat trailhead is one of them. Discussion about the county general plan that will need to be considered. Update on controlled burn, complete, considered successful.Discussion about national forest systems legacy roads and trails fund grant. Closes mid November. Discussion about the Great American outdoors act. It has been incredibly helpful for FS.
c. State Parks
d. Committee Members- Climbers clean up last month 45 volunteers. Climbers do projects at the end of every month. Flooding didn't impact trails much. Fest went really well. Projects on trails and in town. Estimated $30,000 spent in town. Considering moving the fest to spring. Please consider Meccas fest when picking dates. Concern for what is being talked about in the media and the negative light it is shedding on trails and tourism. Thank climbers for considering balance. We are here to guide the user, not bring them here. It's our responsibility to spread how to visit responsibly. Discussion about connection trail with FS and climbers. Discussion about Goblin Valley Field Trip. The Price River Trail went well. There are hopes to work on the flat tops next. Discussion about the designated routes in the area. Discussion about Fix it Pass and other needed trail maintenance. November trail work will probably be around Chimney Rock.
e. Commission
f. Travel Bureau and Public Lands- Discussion about resident survey and plan moving forward. Committee supports resident surveys and provided feedback. The committee would like to see the Travel Board move forward with the resident survey. Discussion about change in staff and Adriana being fired.
