UTA FrontRunner North of Clearfield Strategic Double Track Project
Impacts to Train Watch Park
Clearfield, Utah
The Utah Transit Authority (UTA) is planning to construct a new double-track segment along approximately 3.6 miles of existing single-track FrontRunner commuter rail line between the FrontRunner Clearfield Station and the 2300 N at-grade crossing to the north. As the lead agency for the project, Federal Transit Administration in compliance with Section 4(f) of the Department of Transportation Act of 1966, 23USC § 138 (as amended) and 49 USC § 303 (as amended), is providing public notification of the intent to make a de minimis impact finding of a Section 4(f) resource within the project area.
The project would be constructed immediately adjacent to Train Watch Park, a Section 4(f) resource located at 200 W 250 N in Clearfield, Utah. The FrontRunner second track would be constructed entirely within the existing rail corridor. However, to maintain the required safety zone from other uses, the UTA would need to permanently acquire an approximately 300-square-foot strip of property along the southwestern corner of the park, with temporary construction impacts to approximately 1,100 square feet of the park. Construction along Train Watch Park is anticipated to take approximately 3 months and would occur in 2025. During this time, the active construction area along the western portion of the park would be temporarily inaccessible to public. However, construction would not impact the ability of the public to access and use the remaining park areas, including the picnic pavilions or playground.
