Phil Whatcott- Water and Fire Department As the town knows, we are in a critical situation as far as water is concerned. According to our last meeting it seemed the concerning citizens were not on bord and not totally understanding the details. Phil is concerned if we do not go through with the project, we will not meet the States parameters for fire protection etc. Water is very critical. Money that came from federal funds is a onetime deal for upgrades to current water systems. The council has worked hard for over a year for a solution. A solution came up for this well and all funding fell into place. We had a geologist come out and look and suggested for the best location possible for a well. Citizens want to know why we cannot just drill into an old well. After going over all the old well logs there just isn't enough water coming out of those areas. The current location where the geologist pointed out is our very best option. Citizens want to know if it will run the well dry by watering the whole town. Answer is, If the current spring continues to output enough water, then this new well will only need to be ran a short amount of time and will be used only as a secondary water source incase anything geological happens or if the spring just goes dry, Holden Town can continue to water its citizens. With that being said, ECWAG is going to supply us with 1 million in funds to start on our new test well and well. The council went before the committee and met all the criteria. 1 million should cover the building of the well. The council also went before the Division of Drinking Water and acquired 3.5 million in ARPA grant from the State. This type of funding is very rare, and we will not see this type of funding again. We also got a 40-year interest free loan for the remaining 4.4 million. Total estimated project cost is 8 million. Over the last year inflation has caused this project to go up by over 3 million. That is why it is important that we act quickly on this. We do not want to lose the funding, but we also don't want inflation to make it near impossible. How will rates affect the town? We will find out the median adjusted gross income of Holden Town and charge around 1.75% of gross income. That is about where Holden Towns water rates should be. For Holden Town we are looking at about $44,000 for our median gross income. The state will require our rates to be around that. The town has committed $185,000 of their budget to this project. We will have tiered water rates. Secondary meters will be shut off if water gets super critical. Next year for sure we will be cracking down hard on water restrictions. Most citizens have cut back. But there are still people in town who are still running their water over abundantly. Dan Stevens Mentioned he went to sunrise and was informed after going through all past information on the wells, that the current location would in fact be the best location. Holden is projected to grow about 2% a year. Having the new meters installed will help a ton in locating lost water and over usage and dead spots. The council will look deeper at the fine print in the contract for the loan to make sure there is no loopholes. Holden Town will hold a formal Public Meeting November 9, 2022, for one last chance for the public to voice concern and opinion. Then the council will decide whether to move forward with the project or not. Jim Blodgett - Roads and Land fill The landfill and roads look good. Mayor leased out a portion of our landfill to the gas company to use as a holding spot for their equipment as they lay new pipeline. This has been able to put the extra money into our Landfill PTIF that we needed in order to continue being up to the state's standards. Every few years the state comes and takes a look at the landfill and the requires a certain amount in the PTIF to close the landfill. Prices went up for this year's landfill and this lease covers all the extra costs. We are very grateful for that. Josalyn Stevens- Parks, Recreation and CERT Zero Scaping is getting underway. The town sign is complete and turned out beautiful Thanks to Rod and Danny. There is concern over the amount we are charging for the Town Hall rental. Some people rent it for a few hours and that's fine, we charge our citizens $24 to rent. But people who are using it a lot longer and it costs the town more to run the air, electricity, and for cleaning. Josalyn suggested using a tier. 0-2-hour rental $25, 3-6 hours $45, over 8 Hours $75 for the usage of the building. She brought it up to our attention and will come back next month for further discussion. David Wood- Electric- Changed a few poles on the other side of the freeway. There are a few more on this side of town that are on schedule for replacement. PTIF and past investments have been able to pay for these poles. Our electricity storage and usage is looking very good. We always have left over power and are never in a energy bind, having to purchase extra electricity at a higher price, Thanks to our past council and their foresight with the investments at Colorado River power storage and Hunter plant. Mayor Darren Fox - Cemetery and Employees Mayor got a letter from the Utah Department of Health Department regarding an uptick in underage tobacco sales. The tobacco sales age is 21. New Business First step to move forward with the water project. Passing it does not bind us to the project. It goes over notices and public hearings to receive input from the public. Set up for next month's meeting November 9, 2022. 'Consideration for the Adoption of a parameter resolution authorizing the issuance of water revenue bonds of Holden Town, Millard County, Utah and the calling of a public hearing to receive input with respect to the issuance of such bonds and any potential impact to the private sector from the construction of the project' Phill Whatcott motioned to accept the Parameter Resolution, Jim Blodgett seconded; roll was called, Jim Blodgett- yes; Phil Whatcott - yes; David Wood - yes; Mayor Fox-yes; Josalyn Stevens-yes Adjournment: 9:14 pm Phill Whatcott motion to adjourn at 8;24 pm, Josalyn Stevens seconded.
