ACTIVE PROJECTS This is a list of active projects open for public comment. Kum & Go Gas Station (Conditional Use) - Nathan Abbott, representing Galloway US, is requesting conditional use approval for a gas station that will be located at 2111 South 1300 East. The proposed project will consist of a 4,745 square foot convenience store located in the northwest corner of the property and three (two-sided) gas pumps located in the south area of the property. The subject property is approximately 0.83 acres combined (36,155 square feet) in size and is in the CB- Community Business Zoning District. A 'gas station' use is a conditional use in the CB zone and therefore must be approved by the Planning Commission. All additional code requirements can be reviewed in Section 21A.40.200 of the Zoning Ordinance. Petition Number: PLNPCM2022-00053 Council District: District 7- Represented by Amy Fowler Staff Planner: Diana Martinez Email: diana.martinez@slcgov.com Phone Number: 801.535.7215 End of the Public Comment Period: Public comments will be accepted until the planning commission meeting, the date for the meeting has not been determined. Join the Online Open House at: https://bit.ly/slc-openhouse-00053 Homeless Resource Center Amendments - In late 2021, the City started the process to change how homeless resource centers (HRC) are approved. This was initiated by a request to locate a new homeless shelter in a neighborhood that is already home to several shelters, overburdening that neighborhood and the services provided to that neighborhood. The City Council adopted an ordinance earlier in 2022 that eliminated the HRC use from the land use tables and asked the Planning Division to come up with an alternative process to approve future homeless resource centers. The Planning Division spent the spring and summer gaining an understanding of how city services, neighborhoods, service providers, and those that use the current shelters may be impacted by changes. The proposal was created based on this input. The Planning Division is proposing that the City Council adopt an overlay zoning district to regulate future homeless resource centers and homeless shelters. The overlay would be adopted into the zoning code, along with updates to the existing regulations that apply to homeless resource centers and homeless shelters. Prior to opening a new homeless resource center, the overlay would have to be applied to the zoning map. This means that anyone who wants to establish an HRC or shelter, would have to apply for a zoning map amendment. End of the Public Comment Period: November 30, 2022 Learn More & Share Your Feedback: https://bit.ly/slc-hrc-amendments An additional in-person Open House will be available on November 10th from 6 to 8 p.m. at the Public Safety Building in a Community Room (475 S 300 E, Salt Lake City, UT 84111). For comments or questions please contact: Nick Norris, Planning Director // nick.norris@slcgov.com Michaela Oktay, Deputy Planning Director // michaela.oktay@slcgov.com Kelsey Lindquist, Planning Manager // kelsey.lindquist@slcgov.com Elizabeth Hart, Principal Planner // elizabeth.hart@slcgov.com Modifications to Landscape Regulations in Order to Qualify for Rebates - The State of Utah and the Central Water Conservancy District offer rebates to property owners who remove sod and replace landscaping with more appropriate vegetation for our climate with the goal of conserving water. Both rebate programs are being modified and those modifications require cities to update landscaping regulations for property owners to qualify for the rebate programs. According to the Central Utah Water Conservation District, property owners in Salt Lake City are the largest recipients of their grant program. The following changes must be made to the Salt Lake City Zoning Ordinance so that property owners within the city are eligible for the grants. It is important to note that the changes are only required at time of new development or for non-residential uses when a landscape plan is required to modify the landscaping. No property owners are required to make any changes to their current landscaping if this were to be adopted. Prohibit sod on slopes steeper than 25%. The city code discourages sod on steep slopes, but to be eligible for grants the code must prohibit sod on slopes over 25%. A 25% slope is a slope that is more than one vertical foot for every four horizontal feet. Limit the area of sod. The rebate programs require cities to limit the amount of sod to no more than 35% of the yard area for single and two-family residential uses and no more than 20% for other types of uses. Active recreation areas, like sports fields, parks, golf courses, and other recreation areas are exempt. Require a 'watersense' smart controller. Any changes to a sprinkler system would require the use of a water sense smart controller. This type of smart controller is capable of applying rain delays and adjust to weather conditions. Prohibition on aerial spray sprinklers and sod in landscaped areas that are under eight feet in any dimension. This modification will limit sod in small landscaped areas. A small landscaped area is any area with any minimum dimension less than eight feet. This is intended to reduce overspray.
