November 17, 2022 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF RENEWAL OF AN UPDES PERMIT PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the State of Utah's intention to renew a Utah Pollution Discharge Elimination System (UPDES) Permit under authority of the Utah Water Pollution Control Act, Section 19-5-104(9) and 107(2), Utah Code Annotated 1953, as amended. Said 'permit' refers to the UPDES Permit and the Fact Sheet Statement of Basis (including Total Maximum Daily Loads (TMDL's)) if applicable, as per Section 303(d) of the Federal Clean Water Act (CWA)]. PERMIT INFORMATION PERMITTEE OWNER: City of Bluffdale PERMITTEE NAME: Bluffdale Cooling Water Effluent Reuse MAILING ADDRESS: 2222 West 14400 South, Bluffdale, Utah 84065 TELEPHONE NUMBER: (801) 254-2200 FACILITY LOCATION: 16891 Camp Williams Road, Bluffdale, Utah UPDES PERMIT NO.: UT0025968 PERMITTED OUTFALLS 001, 002, 003R RECEIVING WATER: Jordan River, Utah and Salt Lake Canals, Bluffdale City pressurized irrigation system. BACKGROUND Bluffdale is providing culinary water for use as non-contact cooling water in the climate control system at a data center that is located on property at Camp Williams. The culinary water will be used in the system and cycled through a holding tank then out to be discharged. The primary outfall is to the Utah and Salt Lake Canal just below the Narrows Diversion Dam for canals in Salt Lake County. The secondary outfall is to the Jordan River at the same area as the primary point. A third outfall is to the pressurized irrigation system in Bluffdale. The cooling water would be considered very clean and the high quality of the effluent makes it eligible to be used as Reuse Water. PUBLIC COMMENTS Public comments are invited any time prior to the deadline of the close of business on December 20, 2022. During the public comment period provided under R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing, if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in R317-8-6.12. After considering public comments on the Permit, the Division of Water Quality may issue, or revise it.
